Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: October 23, 2012 Item No: 8 <br />Item Description: Utility Conservation Rate Discussion <br />Background: <br />The City Council Strategic Directives document contains a short term goal to explore additional <br />tiers in the water utility rate structure. Finance staff is preparing recommended 2013 utility rates <br />for Council discussion in November. We have put together a spreadsheet (attached) of current <br />usage for both residential customers and commercial customers broken into usage increments. <br />Current average residential usage is 16,000 gallons per quarter. This is down from 20,000 <br />gallons per quarter a few years ago. We do not have specific evidence to tie the drop to the <br />current rate structure with just two tiers for residential usage. Staff feels it generally correlates to <br />weather patterns and overall awareness of water conservation. The availability of low flow <br />fixtures and low usage appliances has had a significant impact on water usage by residential <br />customers.
