Roseville Public Works, Environment and
Transportation Commission
Agenda Item
Date: October 23, 2012 Item No: 8
Item Description: Utility Conservation Rate Discussion
Background:
The City Council Strategic Directives document contains a short term goal to explore additional
tiers in the water utility rate structure. Finance staff is preparing recommended 2013 utility rates
for Council discussion in November. We have put together a spreadsheet (attached) of current
usage for both residential customers and commercial customers broken into usage increments.
Current average residential usage is 16,000 gallons per quarter. This is down from 20,000
gallons per quarter a few years ago. We do not have specific evidence to tie the drop to the
current rate structure with just two tiers for residential usage. Staff feels it generally correlates to
weather patterns and overall awareness of water conservation. The availability of low flow
fixtures and low usage appliances has had a significant impact on water usage by residential
customers. Roseville residential water usage is low compared to many outer ring communities.
The low usage reflects Roseville demographics and lot size.
The current water rates for 2012 are as follows:
2012 Residential Utility Rates
Service Standard
Service
Fee*
Water 40.03
2012 Commercial Standard
Water
Consumption
Fee Under
30,000
2.15
Service Charge
Consumption
Fee Winter
over 30,000
2.40
Meter Size Flat Rate Meter Size
5/8"
39.39
V.
50.45
1.5"
79.25
2"
151.30
3"
302.60
4"
605.23
6"
1210.45
5/8"
V.
1.5"
2"
3"
4"
6"
Sewer
Consumption
Fee Summer
over 30,000 **
2.65
Hate Rate
22.20
44.40
66.30
110.60
221.40
443.0
885.90
