273 <br />274 <br />275 <br />276 <br />Human Rights Commission Minutes <br />September 19, 2012 <br />Mr. Partico questioned who was giving commands at this event. <br />Police Chief Mathwig stated Roseville was in command of the situation. <br />277 Mrs.. Partico was most disturbed by the fact that the SWAT members seemed jubilant when the <br />278 matter was over. She did not feel the outcome was positive, but rather extremely sad. If the <br />279 matter had been handled differently, her neighbor would still be in his home. The whole issue <br />280 was elevated to such an extreme, or used as a training exercise, when the real matters at hand <br />281 were not considered. She was pleased her neighbor did not die in the event, but stated he will be <br />282 terrified of the police. <br />283 <br />284 Commissioner Thao questioned the age of her neighbor. Ms. Partico stated her neighbor is 23 <br />28s years old and Chinese. <br />2s6 <br />287 State Representative and Roseville resident Mindy Greiling stated she urged the neighborhood to <br />288 seek a review as it sounded like there was some overkill. She reviewed the report from the <br />289 police department and SWAT. She said she had personally dealt with the police department on <br />290 several occasions with her own son and matters were handled much differently, adding that her <br />291 son has no issue with the police. <br />292 <br />293 Ms. Greiling understood a toy gun was involved in this case which makes it more severe. She <br />294 was pleased the department had received additional training on how to deal with mentally or <br />295 emotionally challenged individuals. She questioned if the department would have ongoing <br />296 training in the future. <br />297 <br />298 Police Chief Mathwig commented that Crisis Intervention Training (CIT) had been completed <br />299 by five of the department's 48 ofiicers. He explained this involved 40 hours of training paid <br />30o through a grant. The training was completed three years ago and has been passed along to all <br />301 new officers. He stated the Department recently hired a professional to come in to provide eight <br />302 additional hours of training to all officers on creating greater awareness of inental illness, on how <br />303 to assess and deal with mental illness, and on how to handle those with mental illness in crisis <br />304 situations. He indicated that 20-30% of all law enforcement contact was with those dealing with <br />305 mental health issues. <br />306 <br />307 Police Chief Mathwig stated the department has a number of training courses that were mandated <br />308 by the State. Mental Health was not one of the mandated courses, but the department was going <br />309 above and beyond State mandates in this area. <br />310 <br />311 In response to a question Police Chief Mathwig said Jonathan Bundt was the mental health <br />312 expert. <br />313 <br />3l4 Commissioner poneen questioned how often the department conducted menta] health training. <br />315 Police Chief Mathwig stated this was the first time he attended mental health training sponsored <br />316 by the department, as this was not a State mandate. He indicated the anti-stigma training was <br />317 new to him and he was interested in learning more about this training. <br />318 <br />
