Human Rights Commission Minutes <br />September 19, 2012 <br />227 stigma training at Region's Hospital where she worked. The goal this training was to treat <br />228 mentally ill patients in the same manner as those with any other illness. <br />229 <br />230 Ms. Moen commented in February one of her neighbors attempted suicide and she was <br />231 concerned there was not a suicide prevention person onsite within the first 30 minutes. She <br />232 noted her neighbor was then admitted to Region's Hospital. In speaking with staff inembers, she <br />233 learned that the same anti-stigma training she received would be presented to the Ramsey County <br />234 Sheriff's. This led her to think the training would be valuable to the City of Roseville Police <br />235 Department. <br />236 <br />237 Ms. Moen stated she spoke further with her neighbors and some signed onto the issue while <br />238 others were concerned or did not feel comfortable adding their name to the petition. She <br />239 expressed concern with the image of the police department given her discussions with her <br />24o neighbors. She wanted to improve this relationship and bring light to the human rights issue. <br />241 <br />242 Ms. Moen was pleased that the Department received the new training and hoped that it would <br />243 continue education in this area. She wanted to see the community further educated on those with <br />244 mental or emotional issues. <br />245 <br />246 Frank Partico, a resident living in the neighborhood affected by the February incident and police <br />247 response, stated he was at home when the event took place. He said he was retired military. It <br />248 was his opinion the event was handled in a militant manner as there were snipers, armored <br />249 vehicles and tear gas on site to handle one mentally-challenged young man. He hoped new <br />250 training would assist the police department to better manage these situations. He felt something <br />251 went wrong, there was a miscommunication as the Department was aware he was a mentally <br />252 challenged individual. Mr. Partico questioned why a specialized professional was not brought in <br />253 to deal with the situation. <br />254 <br />255 Barb Partico introduced herself as Frank Partico's wife, and commented she worked in special <br />256 education for 25 years. She stated her neighbor's home was destroyed due to the amount of tear <br />257 gas that was sprayed into the home. She would not recommend anyone buy the home because of <br />258 the events that took place. <br />259 <br />260 Mrs. Partico said she understood that the Roseville Police Department was not responsible for <br />261 this since command had been vested in the regional SWAT team, but she expressed deep concern <br />262 with the number of rounds of tear gas that was sent into the home occupied by the young man in <br />263 question. She questioned if her neighbor who lived at this home would ever be able to come <br />264 back into the neighborhood. She stated this was a devastating situation, as the young man never <br />265 posed a threat to anyone in the neighborhood. <br />266 <br />267 <br />268 <br />269 <br />270 <br />271 <br />272 <br />Mr. Partico asked if the SWAT team had control of this situation, or if it was the Roseville Police <br />Department. <br />Police Chief Mathwig commented he was both the Chief of Police for Roseville and Chair of the <br />East Metro SWAT. He explained SWAT works in concert with the local agency. <br />
