<br /> A. Before submitting an application for de velopment on a Block within the Twin Lakes 282 <br />Overlay District, the property owner(s) of the Bloc k to be developed shall meet with the Director 283 <br />of Community Development and City Engineer (or their desi gnees) to discuss the proposed 284 <br />development, the development review process and the documents required to be submitted. 285 <br /> B. The property owner(s) shall thereafte r submit to the Director of Community 286 <br />Development and City Engineer such applications, studies, repor ts and other documents which 287 <br />are required by the City pertaining to the proposed development. 288 <br /> C. Following review of the documents su bmitted, the City Engineer shall make a 289 <br />determination of whether or not the proposed development will exceed the Network Trips 290 <br />allocated to the Block in Section 1022.03 E above. 291 <br /> D. If the proposed development will exceed the Network Trips allocated to the Block 292 <br />under Section E above and the property owner(s) elect to proceed with the proposed 293 <br />development pursuant to Section 1022.03C1 or 2 above, the property owner(s) shall, prior to the 294 <br />issuance of the building perm it pertaining to the developm ent, enter into a voluntary 295 <br />development agreement or make other arrangement s satisfactory to the City which assure that 296 <br />the requirements of this or dinance shall be carried out. 297 <br /> E. Voluntary development agreements sh all include provisions for payment of the 298 <br />Twin Lakes Roadway Improvement Cost Allo cation Amount and the Twin Lakes Utility 299 <br />Improvement Cost Allocation Amount, the means by which the property owner(s) will comply 300 <br />with the environmental and other requirements on this ordinance, and such other matters which 301 <br />are typical be considered by, and subject to the approval of, the Ro seville City Council. 302 <br />1022.08: SEVERABILITY 303 <br />If any term or provision of this Chapter, or the application ther eof to any person or circumstance 304 <br />is, for any reason and to any extent, held to be invalid or unenforceable, then such term or 305 <br />provision will be ignored, and to the maximum extent possible, th is Chapter will continue in full 306 <br />force and effect, but without gi ving effect to such invalid or enforceable term or provision. 307 <br />308
