CITY OF ROSEVILLE, MINNESOTA 1   <br />POLICY 2   <br /> 3   <br />SUBJECT: UNDERGROUND CONVERSION OF OVERHEAD ELECTRIC 4   <br />UTILITY LINES 5   <br />POLICY NO.: 6   <br /> 7   <br />EFFECTIVE DATE: 8   <br /> 9   <br />BACKGROUND: 10   <br /> 11   <br />Underground conversion of overhead electric uti lity lines and associated facilities by companies 12   <br />is desirable when the City Council finds that th e public health, safety or general welfare would 13   <br />require the removal of poles, overhead wires an d associated overhead structures with the 14   <br />underground installation of wires and facilities for suppl ying electric, communication, cable 15   <br />television or similar or associated service with in certain corridors, and the City Council has, by 16   <br />adoption of this policy, declared the designate d corridor, an Underground Utility Corridor. 17   <br /> 18   <br />PURPOSE: 19   <br /> 20   <br />To establish a policy for conversion of overhead u tility lines by utility co mpanies when the City 21   <br />Council determines that underground ing of overhead utilities is in the interest of the public 22   <br />health, safety and welfare; and as serts its right to requi re conversion of overh ead utilities in the 23   <br />exercise of its statutory powers. 24   <br /> 25   <br />POLICY: 26   <br /> 27   <br />It shall be the policy of the City Council to: 28   <br /> 29   <br />A. Exercise the City’s rights to require, a nd enforce as necessary, utility companies to 30   <br />convert overhead utilities to underground when it is in the in terest of the public health, 31   <br />safety and welfare of the general public. Su ch power shall not be restricted except as 32   <br />limited by state law in any form by any qualifyi ng criteria except that such lines or 33   <br />facilities must be within the public right of way, City owne d property, or other property 34   <br />within the public jurisdiction wi thin the City of Roseville. 35   <br /> 36   <br />B. Identify and prioritize projects as follows: 37   <br /> 38   <br />1. All utilities within the City of Roseville with overhead f acilities shall provide to the 39   <br />City Manager each year no later than January 31st, a complete list of all overhead 40   <br />utility locations in a format as prescribed by the City Manager. This list shall be 41   <br />accurate as reasonably possible and no util ity will be held liable for accidental 42   <br />omissions or errors. 43   <br /> 44   <br />2. The City shall develop and bring before the City Council a master plan for 45   <br />undergrounding based on the most recent capital improvement plans of all roadway 46
