Violation of Roseville’s 5 <br />City Code,Sections 407.02.D. and 407.03.H. which prohibits outside storage.6 <br />x This complaint was initiated from neighbors.7 <br />x The property owner has been repeatedly bringing items to his property a nd storing them outside 8 <br />in the yard and on the driveway (supposedly from a failed business enterpri se). He eventually 9 <br />removes the storage;however, he then repeats th e process bringingmore outside storageto the 10 <br />property.11 <br />x An abatement action removing one grouping of ite ms would not necessarily bring an end to the 12 <br />recurring violation. A court citati on (requesting the property be main tained compliant for at least 13 <br />one year) would prove more effective.14 <br />x A status update, including pictures, w ill be provided at the Council hearing.15 <br />P OLICY O BJECTIVE 16 <br />x Property maintenance through City abatement activities is a key tool to preserving high-quality 17 <br />residential neighborhoods. Both Imagine Rose ville 2025 and the City’s 2030 Comprehensive 18 <br />Plan support property maintenance as a means by which to achieve neighborhood stability. The 19 <br />Housing section of Imagine Roseville suggests that the City “implement programs to ensure safe 20 <br />and well-maintained prope rties.” In addition, the Land Use chap ter (Chapter 3) and the Housing 21 <br />and Neighborhoods chapter (Chapter 6) of the Comprehensive Plan support the City’s efforts to 22 <br />maintain livability of the City ’s residential neighborhoods with specific policies related to 23 <br />property maintenance and code co mpliance. Policy 6.1 of Chapter 3 states that the City should 24 <br />promote maintenance and reinves tment in housing and Policy 2.6 of Chapter 6 guides the City to 25 <br />use code-compliance activ ities as one method to pr event neighborhood decline. 26 <br />12.e
