REPORT OF THE <br />GOMMISSION CHAIR <br />PREPARED ON <br />NOVEMBER 'I 9, ZO 12 <br />Regarding Chair & <br />Commission Activities <br />during the Past Month <br />November 28, 20112 <br />Item #6.a <br />Chair's Report <br />HUMAN RIGHTS <br />COMMISSION <br />MEETING <br />OF <br />NOVEMBER 2H, 2O'I2 <br />Meeting Agenda: Main items on our November agenda are providing the City Council <br />with a recommendation on the structure for continuing the Civic Engagement Task Force. <br />a revised process for selecting the winners of the 2013 Student Essay Contest, and the <br />election of a chair and vice-chair. <br />Civic Engagement Task Force: On October 22nd the Task Force made its presentation to <br />the City Council on its recommendations for improving Civic Engagement in Roseville. <br />From my perspective and that of the Mayor, our work was well-received. In fact, the <br />Council indicated it wanted the Task Force to continue its work in monitoring the <br />implementation of its numerous recommendations. <br />The Council specifically wanted a Commission recommendation as to what organizational <br />form that work should take. At the October Council meeting the possibility of the task <br />force becoming an independent commission was mentioned. (See attached Excerpts of <br />Draft Council Minutes beginning on the reverse side of this report.) <br />From my perspective the current options are to continue the present model of the Task <br />Force being an advisory group to the Human Rights Commission, or an advisory group <br />directly to the Council in the form of a Commission or a Task Force. <br />There may be members of the Task Force present at our meeting to share their views on <br />this issue. <br />Recent Communications from the Public: Over the last few weeks we have received <br />two public communications from whom I believe are Roseville residents. The first was an <br />e-mail from Dick Houck, a copy of which all of us received from Carolyn Curti on October <br />315t. Since Mr. Houck's e-mail seemed to be addressed specifically to me, I took the <br />liberty to not respond to his objection to my continued use of City facilities and name to <br />further your personal agenda. <br />The second more recent communication is from an anonymous person who expressed <br />concern over a comment made by the Chair of the Housing and Redevelopment Agency <br />(HRA) at a joint meeting of that agency with the Roseville City Council on October 8t". (A <br />copy of that letter is attached.) <br />Since I was copied on this communication addressed to City Manager Bill Malinen I intend <br />to allow him to follow-up on this issue if possible. I want to inform the full commission of <br />this communication in case the Commission should decide that another response is <br />needed.
