November 28, 2012 <br />Item 6.a.1 <br />Council Request for Recommendations <br />Member Grefenberg noted the desire of the Task Force to take part in this <br />process moving forward, whether through their continuation as a Task <br />Force or creation of a formal Commission at the City Council's discretion. <br />Councilmember Willmus expressed appreciation for that clarification for <br />the future interest of the Task Force. <br />Member Grefenberg advised that this represented his personal opinion, not <br />necessarily that of the HRC, who was currently charged with these duties. <br />Councilmember Johnson noted that the original intent was that this Task <br />Force report to the HRC, and then the HRC would monitor its status and <br />make recommendation to the City Council, similar to the work of the <br />Capital Improvement Plan (CIP Task Force. Therefore, Councilmember <br />Johnson questioned if these recommendations were beyond the scope of <br />the Task Force and if they were supported by the HRC. Councilmember <br />Johnson noted that it had been determined that a bi-annual reinvestigation <br />of the CIP Task Force was indicated, and questioned if that was not <br />indicated in this case for the HRC as well. Councilmember Johnson <br />suggested that may be a viable solution going forward, making things <br />more manageable, while still addressing available resources and passions. <br />Councilmember Johnson expressed his appreciation for this well-thought- <br />out report and recommended solutions; all of which he found to be <br />achievable. <br />Mayar Roe concurred with Councilmember Johnson's expression of <br />appreciation. <br />Councilmember Pust concurred, noting her amazement with the level of <br />detail; opining that it was great wark. However, Councilmember Pust <br />expressed concern that, if only revisited annually, no one would be tasked <br />with following through; and questioned the intent of the Task Force, <br />whether the HRC be tasked or a separate group. <br />Member Gardella opined that it was the Task Force's preference that a <br />separate commission be created, with a specific staff liaison <br />(recommendation 4). <br />Councilmember Pust cautioned that she didn't want to lose the momentum <br />if a staff/budget issue arose. <br />In his three (3) year tenure on the HRC, Member Grefenberg questioned <br />whether the energy or resources were available on the HRC, since the <br />entire purpose of civic engagement was to involve more residents. <br />Excerpts from Draft Minutes of Council October 22, 2012, Meeting 2 <br />
