He <br />recommended the City Council appoint Julia Laden to serve as a Youth Commissioner for one <br />year with a term expiring at the end of August 2013. <br />Commissioner Groff was impressed with each candidate that interviewed for the open position. <br />He noted this was a difficult decision but was pleased with the recommendation. <br />145 Chair Grefenberg moved and Commissioner Brisbois seconded a motion to recommend Julia <br />146 Laden as a Youth Commissioner for the Human Rights Commission for a one-year term expiring <br />147 on August 31, 2013. Motion passed unanimously. <br />148 <br />149 Chair Grefenberg recommended the Commission also appoint Sarah Thomas, a Roseville High <br />150 School junior, to its Youth Commissioners' Committee as a member in good standing of said <br />151 committee. <br />152 <br />153 Chair Grefenberg moved and Commissioner Groff seconded a motion to appoint Sarah Thomas, <br />154 a Roseville High School junior, to its Youth Commissioners' Committee as a member in good <br />155 standing of said committee. <br />156 <br />157 <br />158 <br />159 <br />160 <br />161 <br />162 <br />163 <br />164 <br />165 <br />166 <br />167 <br />16g <br />169 <br />170 <br />Youth Commissioner Dao requested clarification on how Sarah Thomas would serve as an <br />alternate. <br />Chair Grefenberg stated Sarah Thomas was a junior in high school and could fill in for Julia <br />Laden after her senior year. Ms. Thomas would be invited to participate in meetings but would <br />not have voting rights. <br />Motion passed unanimously. <br />Youth Commissioner Siliciano proposed holding an information session for seniars at Roseville <br />High School to discuss the upcoming election, items on the ballot and the importance of political <br />participation. Mindy Greiling was suggested as a speaker for the event. No funding was <br />required for the event. <br />171 Youth Commissioner Dao stated if the event were held in the evening, additional school seniors <br />172 could be invited to attend. Motion passed <br />unanimously. <br />Civic Engagement Task Force Reporting (Time Permitting) <br />Chair Grefenberg stated the Civic Engagement Task Force was considering holding a City <br />Council Candidate Forum on October 30. He stated the Operations Committee supported the <br />proposed forum and this event would encourage civic engagement. <br />
