Regular City Council Meeting <br /> Monday, October 22,2012 <br /> Page 19 <br /> Mr. Brokke recognized and expressed appreciation to the Police Department for <br /> their efforts and concurred with their findings; and expressed appreciation to Lt. <br /> Rosand for his guidance for future improvement. <br /> Mr. Brokke again asked that the community and City Council accept his and his <br /> department's sincere apologies for this infraction; and expressed his willingness <br /> to accept whatever penalty the City Council deemed appropriate for this serious <br /> infraction. <br /> Councilmember Pust thanked Mr. Brokke for his sincere apology; and sought <br /> clarification if Mr. Brokke meant that this was the first time during his tenure <br /> that Cedarholm Golf Course employees had not been trained or the first time <br /> found in non-compliance related to that training. <br /> Mr. Brokke clarified that this was the first time their training had been found <br /> non-compliant. <br /> Councilmember Pust questioned why the Golf Course had not gone through the <br /> city-approved training. <br /> Mr. Brokke advised that he should have been aware of the city-approved train- <br /> ing; however, he had not become personally involved in that until after this in- <br /> fraction; although he admitted that, in hindsight, he should have personally been <br /> cognizant of the official training program and signature page for confirmation. <br /> Mr. Brokke advised that, since the Golf Course had a Superintendant and Club <br /> House Manager, notification letters had previously been sent to the Golf <br /> Course; and suggested that there may have been confusion resulting from a <br /> changeover in managers earlier this year. <br /> While not intending to be disrespectful of Mr. Brokke and his staff, Coun- <br /> cilmember Pust noted that this excuse was similar to those heard from private <br /> ownership. However, Councilmember Pust opined that it was mind-boggling to <br /> her that recipients didn't read things sent to them from the City; or hear the City <br /> Council's continued discussions of previous infractions and license holder re- <br /> quirements. For the benefit of fellow Councilmembers, Councilmember Pust <br /> questioned how penalizing Cedarholm with only a monetary fine, no matter <br /> what amount, would penalize it rather than just the public, since it was all public <br /> money; and questioned the right thing to do in this situation. <br /> Councilmember McGehee thanked Mr. Brokke for his apology and comments; <br /> and expressed appreciation for his thorough and complete action list post- <br /> compliance failure. Councilmember McGehee opined that this provided a good <br /> example of someone who sincerely thinks this is a problem and was supportive <br /> of the City Council's efforts to seek alcohol sale compliance; and thanked Mr. <br /> Brokke for his attention to detail.
