Regular City Council Meeting <br /> Monday, October 22,2012 <br /> Page 18 <br /> Lt. Rosand provided specifics related to compliance failure at Cedarholm Golf <br /> Course, located at 2323 N Hamline Avenue; as detailed in the in the RCA dated <br /> October 22, 2012 <br /> City Attorney Mark Gaughan advised, prior to the City Council's discussion, <br /> that since this involves a City employee, the City Council should limit their dis- <br /> cussion to the golf course itself, not its employees, under the MN Government <br /> Data Privacy Act, noting that any employee disciplinary action was considered <br /> protected information and could only be discussed in Closed Executive Session. <br /> At the request of Mayor Roe, Parks and Recreation Department Director Lonnie <br /> Brokke came forward as a representative of Cedarholm Golf Course. <br /> Lonnie Brokke <br /> On behalf of staff, Mr. Brokke sincerely apologized to the community and the <br /> City Council for this serious offense; and advised that the responsible employee <br /> had been dealt with for this lapse in judgment. Mr. Brokke noted that, while of- <br /> ten being made aware that this training is required, Cedarholm had failed to use <br /> city-approved training in the past. However, as a result of this infraction, Mr. <br /> Brokke admitted that it had been recognized that the training program currently <br /> used was in need of improvement, and during that review process, changes had <br /> been made. <br /> Mr. Brokke noted that, at present, all staff at Cedarholm was approved at this <br /> seasonal operation, and had been trained immediately following this serious in- <br /> fraction, using the city-approved training program. Mr. Brokke assured the <br /> community and City Council that training records would be kept current in the <br /> future, noting that this was the first failure of which he was aware in his twenty- <br /> three (23) year tenure with the City. Mr. Brokke stated that he felt sick about <br /> this situation and was taking all possible steps to make sure it did not happen <br /> again. In addition to using the city-approved training program, Mr. Brokke ad- <br /> vised that overall training would be provided for all staff at the Golf Course, and <br /> even though the Club House Manager was a seasonal, part-time employee, he <br /> was placing all staff on call as a reminder for future training. Mr. Brokke ad- <br /> vised that, in addition, he had directed that the Police Department send out their <br /> annual letter to his attention at City Hall to ensure appropriate follow-up from <br /> that administrative level as a clearing house for that information, rather than <br /> having notice sent to the Golf Course address. <br /> Mr. Brokke advised that additional on-site signage and alcohol compliance re- <br /> minders for servers and the public would also be improved; with a staff meeting <br /> scheduled, and training documentation on file for managers at the beginning of <br /> each season. <br />
