Regular City Council Meeting <br /> Monday, October 22,2012 <br /> Page 39 <br /> Pust moved, Johnson seconded, adoption of Exhibit A to the Professional Ser- <br /> vices Policy as detailed in the RCA dated October 22, 2012; authoring the City <br /> Manager to use the six (6) criteria and guidelines specific to the purpose of <br /> seeking a new contract for legal services only; directing City Manger Malinen <br /> to bring this Policy back to the City Council for future discussion on a broader <br /> application. <br /> Councilmember McGehee advised that she had unanswered questions regarding <br /> this technical services agreement; opining that a best value process was not <br /> needed; and therefore spoke in opposition to the motion, advising that she <br /> would be voting against it based on her unanswered questions. <br /> Roll Call <br /> Ayes: Willmus; Johnson; Pust; and Roe. <br /> Nays: McGehee. <br /> Motion carried. <br /> d. Discuss City Manager Evaluation Process <br /> Mayor Roe asked for a consensus of the body regarding the criteria provided <br /> and how it was to be rated. Mayor Roe noted that criteria had been added in <br /> five (5) areas to allow for a more detailed evaluation, and an additional category <br /> for"professional skills and development." <br /> Councilmember Pust suggested adding commission chairs as part of those eval- <br /> uations, since they had contact with the processes managed by the City Manag- <br /> er. <br /> Councilmember McGehee suggested that the process be handled through Ms. <br /> Bacon as the Human Resources Director as part of her role, including use of <br /> Survey Monkey if used. <br /> Mayor Roe advised that in his discussions with Ms. Bacon, she advised that she <br /> did not have access to or experience with Survey Monkey at this time. <br /> Councilmember McGehee suggested that she had more recent information from <br /> Ms. Bacon, and that was willing to learn and participate in the process. <br /> Mayor Roe suggested that this review not be used as a steep learning curve for <br /> Ms. Bacon. <br /> Councilmember Pust suggested that Ms. Bacon simply be linked in to the pro- <br /> cess at this time, allowing for additional checks and balances. <br /> Mayor Roe concurred that Councilmember Pust's suggestion made sense from <br /> his perspective. <br />
