<br />EXTRACT OF MINUTES OF MEETING <br />OF CITY COUNCIL <br />OF CITY OF ROSEVILLE <br />RAMSEY COUNTY, MINNESOTA <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, Minnesota, was held in the City Hall in said City on Monday, March 23, 1998, at 6:30 <br />0' clock p.m. <br /> <br />The following members were present: Maschka, Mastel, Wiski, Goedeke, and Wall; and the <br />following were absent: none. <br /> <br />Councilmember Maschka introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION 9536 <br /> <br />WHEREAS, a petition has been tiled with the Minnesota Board of Water and Soil Resources <br />(BWSR) to reorganize the Central Ramsey Watershed Management Organization (CRWMO) into <br />a new watershed district; <br /> <br />WHEREAS, BWSR will hold a public hearing on April 6, 1998 at 7:00 p.m. at the Como Park <br />Pavillion to accept public testimony prior to acting on the received petition; <br /> <br />WHEREAS, it is preferred that the existing CRWMO joint powers agreement be mutually <br />amended; <br /> <br />WHEREAS, it is unlikely that the existing CRWMO joint powers organization will be able to <br />survive since the cities involved have been unable to agree on a new joint powers agreement; <br /> <br />WHEREAS, the Southwest Ramsey Watershed Management Organization (SWRWMO) is also <br />being considered for reorganization by BWSR, <br /> <br />WHEREAS, of the numerous options available for reorganization, the following two are most <br />feasible: <br />1) Combine SWRWMO and CRWMO into a new and separate watershed district <br />2) Add the SWRWMO and CRWMO to the existing Ramsey Washington Metro <br />Watershed District (RWMWD); <br /> <br />WHEREAS, SWRWMO and CRWMO are very similar with regard to tax capacity, topography, <br />development density and watershed issues; <br /> <br />WHEREAS, SWRWMO and CRWMO are significantly different from the RWMWD with regard <br />to tax capacity, topography, development density and watershed issues; <br /> <br />AND WHEREAS, of the viable options available it is desirable to provide a governance structure <br />that is most directly accountable to local taxpayers; <br />
