HRA Meeting <br />Minutes – Tuesday, October 16, 2012 <br />Page 2 <br /> <br />1 <br />Mr. Trudgeon reviewed the status of this project for potential purchase of four (4) single <br />2 <br />family lots on cope Avenue, and recent joint discussions of the HRA and City Council with the <br />3 <br />intent to repurpose and combine those lots with the lot on which the existing Fire Station #3 is <br />4 <br />located (2335 Dale Street) for redevelopment purposes. Based on those joint discussions, Mr. <br />5 <br />Trudgeon reviewed revisions to the proposed project timeline and task outline (Attachment A) <br />6 <br />over the next 1.5 years and selection of a preferred developer, as well as modifications to the <br />7 <br />Memorandum of Understanding (Attachment B) between the City Council and RHRA for the <br />8 <br />City-owned lot. Mr. Trudgeon advised that the City Council approved the Memorandum of <br />9 <br />Understanding, as amended, at their October 15, 2012 meeting. <br />10 <br /> <br />11 <br />Board members had no further revisions or feedback. <br />12 <br /> <br />13 <br />Motion: Member Willmus moved, seconded by Member Lee to approve the <br />14 <br />Memorandum of Understanding (MOU) (Attachment B) between the City of Roseville <br />15 <br />and the Roseville HRA regarding the sale of the Dale Street Fire Station located at 2335 <br />16 <br />Dale Street to the RHRA; <br />as amended with Item C.3 to read as follows: <br />17 <br />“The RHRA will undertake environmental review and remediation of the Property, <br />18 <br />including conducting a Phase I and Phase II environmental review as necessary; a <br />19 <br />Hazardous Building Assessment and resulting remediation as determined by the studies.” <br />20 <br /> <br />21 <br />Ayes: 5 <br />22 <br />Nays: 0 <br />23 <br />Motion carried. <br />24 <br /> <br />25 <br />As a bench handout, attached hereto and made a part hereof, staff provided a sample letter <br />26 <br />dated September 25, 2012, addressed from the RHRA to area property owners in the <br />27 <br />neighborhood, alerting them to potential plans, and advising them of future opportunities for <br />28 <br />their input as the process evolves. <br />29 <br /> <br />30 <br />In response to Chair Maschka’s request for feedback of the joint meeting with the City <br />31 <br />Council, the consensus was that it had been a good meeting and discussion, and was found <br />32 <br />very encouraging by Members. <br />33 <br /> <br />34 <br />At Member Masche’s request, Mr. Trudgeon addressed potential environmental issues at the <br />35 <br />fire station site, anticipated to be asbestos. Mr. Trudgeon advised that the vehicle oil <br />36 <br />underground holding tanks had been removed in the late 1990’s, however, no thorough testing <br />37 <br />for leaks had been done at that time to determine if the surrounding soil had been <br />38 <br />contaminating. <br />39 <br /> <br />40 <br />Therefore, Ms. Kelsey advised that this was noted in the Phase I environmental review as a <br />41 <br />potential environmental concern, prompting a Phase II to determine if any contamination was <br />42 <br />in evidence. <br />43 <br /> <br />44 <br />Mr. Trudgeon advised that a Phase I would be conducted on the home as well. <br />45 <br /> <br />46 <br />As noted by Member Masche, Mr. Trudgeon confirmed that it was the intent to deliver all <br />47 <br />properties free of any environmental issues; and noted that the City would work with the <br />48 <br />RHRA on the fire station site; and $50,000 had been set aside for environmental remediation <br />49 <br />and purchase prices lowered accordingly. <br />50 <br /> <br />51 <br />Mr. Trudgeon advised that this would be discussed in more detail at a future point in the <br />52 <br />process. <br />53 <br /> <br />54 <br />Discussion included opportunities for individual RHRA input in the design process for the <br />55 <br />three (3) acre site beyond future meetings with the neighborhood for their input; brainstorming <br /> <br />
