HRA Meeting <br />Minutes – Tuesday, October 16, 2012 <br />Page 3 <br /> <br />1 <br />various options and ideas as part of the process after meeting with the neighbors to allow their <br />2 <br />initial feedback and ideas to keep the process neighbor-driven; with final consensus to include <br />3 <br />that item on the January 2013 meeting agenda. <br />4 <br /> <br />5 <br />Chair Maschka encouraged individual members to come prepared to put their ideas on the <br />6 <br />table and with examples (e.g. photos) of designs or projects they find interesting from other <br />7 <br />communities. <br />8 <br /> <br />9 <br />Ms. Kelsey noted that the RHRA will be participants in defining design guidelines and <br />10 <br />development of various options for future review. <br />11 <br /> <br />12 <br />b. Universal Design Pilot Program <br />13 <br />As detailed in the staff report dated October 16, 2012, Ms. Kelsey reported on the RHRA’s <br />14 <br />successful receipt of a grant (Executive Summary - Attachment A) by Access Solutions along <br />15 <br />with the Greater Metropolitan Housing Corporation (GMHC) to the Department of Human <br />16 <br />Services on behalf of the City of Roseville and St. Anthony Village to implement a pilot <br />17 <br />program. Ms. Kelsey noted that this pilot program would provide twenty-five (25) <br />18 <br />homeowners in each community with a home safety assessment, home modification <br />19 <br />recommendations and implementation of up to $500 in minor modifications. In addition, Ms. <br />20 <br />Kelsey advised that Access Solutions would train up to five (5) city employees in the two (2) <br />21 <br />communities and five (5) staff of the Housing Resource Centers on universal design, aging-in- <br />22 <br />place, and working with older adults. <br />23 <br /> <br />24 <br />Ms. Kelsey advised that it was the intent to kick off this program at the 2013 Living Smarter <br />25 <br />Fair; and she anticipated the spots would fill up fast, based on observations of attendees and <br />26 <br />comments at previous Fairs. Ms. Kelsey advised that staff would first seek to reach out to <br />27 <br />those with limited resources or with limited budget and funding resources. Ms. Kelsey advised <br />28 <br />that Access Solutions had been at the 2012 Living Smarter Fair, and planned to attend again in <br />29 <br />2013; as well as expanding on the workshop held last year, as well as time for individual <br />30 <br />engagement. While funds are not income-restricted, Ms. Kelsey opined that staff would seek <br />31 <br />those most in need first through outreach and contacts, as well as coordination with local <br />32 <br />Meals on Wheels program recipients. Ms. Kelsey advised that additional printed materials will <br />33 <br />be developed by staff as well and incorporated into available resources. <br />34 <br /> <br />35 <br />Motion: Member Lee moved, seconded by Member Elkins to accept the Pilot Program <br />36 <br />and work with Access Solutions and GHMC Universal Design Pilot Program. <br />37 <br /> <br />38 <br />Ayes: 5 <br />39 <br />Nays: 0 <br />40 <br />Motion carried. <br />41 <br /> <br />42 <br />10. Ms. Kelsey noted that home sales continued to escalate, <br />55 <br />with the recent Pulte Home development at Josephine Woods helping those sales, with only six <br /> <br />
