HRA Meeting <br />Minutes – Tuesday, October 16, 2012 <br />Page 4 <br /> <br />1 <br />(6) homes of twenty-eight (28) reported remaining to be sold. Ms. Kelsey advised that the <br />2 <br />City’s Building Inspector anticipated only two (2) of those remaining lots carrying over for <br />3 <br />construction in 2013. <br />4 <br /> <br />5 <br />b. Rental Licensing Forum, November 20, 2012 <br />6 <br />Ms. Kelsey briefly reviewed the purpose of the November 20, 2012 RHRA regular meeting <br />7 <br />devoted to a listening forum for rental property owners, and adjacent neighbors to multi-family <br />8 <br />rental housing to hear their feedback. Ms. Kelsey advised that the intent was to hold the <br />9 <br />RHRA’s normal business session from 6:00 – 6:15 p.m., followed by public comment on <br />10 <br />rentals. Ms. Kelsey advised that staff would provide a webpage devoted to the topic, as well as <br />11 <br />the letter sent to rental property owners, and a post card sent to tenants of multi-tenant housing. <br />12 <br />Ms. Kelsey noted that an opportunity was provided online for tenants and/or residents to <br />13 <br />comment to provide them a forum to do so without concern of any reprisals with public <br />14 <br />comment. <br />15 <br /> <br />16 <br />Ms. Kelsey clarified that this was the initial step in the process, with no framework in place yet <br />17 <br />until that public comment was received. Ms. Kelsey advised that it was the intent to receive <br />18 <br />public feedback on the CURA report and various components it addressed related to rentals; <br />19 <br />and provide an opportunity to hear from residents and property owners. Ms. Kelsey noted that <br />20 <br />the meeting would be televised and taped for those unable to attend, or for later viewing. <br />21 <br /> <br />22 <br />After that public feedback was received, Ms. Kelsey advised that staff would put together a <br />23 <br />program based on that feedback for public discussion as the next step. Ms. Kelsey advised that <br />24 <br />staff was keeping all comments received to-date in their context as applicable. <br />25 <br /> <br />26 <br />Ms. Kelsey provided notice to the RHRA that they should anticipated a longer meeting in <br />27 <br />November, potentially up to two (2) hours to facilitate this public comment. <br />28 <br /> <br />29 <br />Mr. Trudgeon reiterated that this was intended as a listening session by the RHRA, to take <br />30 <br />comment, and then incorporate that feedback into a draft program in response to what the <br />31 <br />community wanted. <br />32 <br /> <br />33 <br />At the request of Chair Maschka, Ms. Kelsey advised that notices had been sent to all <br />34 <br />properties within the 500’ radius of rental properties via letter; with postcard notice provided to <br />35 <br />residents/tenants of rental buildings. <br />36 <br /> <br />37 <br />Living Smarter Marketing Campaign <br />38 <br />Ms. Kelsey updated the RHRA on last week’s flyer included in the Roseville Review, provided <br />39 <br />to 17,000 homeowners in Roseville. Ms. Kelsey reported that staff had received feedback and <br />40 <br />questions already from that effort; and advised that subsequent advertising was planned in <br />41 <br />weekly segments with four (4) questions for “Ask the Expert” to continue the campaign <br />42 <br />between now and December 15, 2012, and expanding to 49,000 homeowners for the entire <br />43 <br />newspaper circulation gamut to further market Roseville and the marketing campaign. While <br />44 <br />anticipating that it would take longer for the momentum to build, Ms. Kelsey advised that the <br />45 <br />good response to-date was encouraging, and she anticipated more responses of those seeking <br />46 <br />further details and/or how to find additional information. <br />47 <br /> <br />48 <br />Ms. Kelsey expressed staff’s amazement of the responses from the website and how it was <br />49 <br />being linked to other sources and resources and agencies. <br />50 <br /> <br />51 <br />10.
