Ms. Kelsey advised that the 2 City’s Building Inspector anticipated only two (2) of those remaining lots carrying over for 3 construction in 2013. 4 5 b. Rental Licensing Forum, November 20, 2012 6 Ms. Kelsey briefly reviewed the purpose of the November 20, 2012 RHRA regular meeting 7 devoted to a listening forum for rental property owners, and adjacent neighbors to multi-family 8 rental housing to hear their feedback. Ms. Kelsey advised that the intent was to hold the 9 RHRA’s normal business session from 6:00 – 6:15 p.m., followed by public comment on 10 rentals. Ms. Kelsey advised that staff would provide a webpage devoted to the topic, as well as 11 the letter sent to rental property owners, and a post card sent to tenants of multi-tenant housing. 12 Ms. Kelsey noted that an opportunity was provided online for tenants and/or residents to 13 comment to provide them a forum to do so without concern of any reprisals with public 14 comment. 15 16 Ms. Kelsey clarified that this was the initial step in the process, with no framework in place yet 17 until that public comment was received. Ms. Kelsey advised that it was the intent to receive 18 public feedback on the CURA report and various components it addressed related to rentals; 19 and provide an opportunity to hear from residents and property owners. Ms. Kelsey noted that 20 the meeting would be televised and taped for those unable to attend, or for later viewing. 21 22 After that public feedback was received, Ms. Kelsey advised that staff would put together a 23 program based on that feedback for public discussion as the next step. Ms. Kelsey advised that 24 staff was keeping all comments received to-date in their context as applicable. 25 26 Ms. Kelsey provided notice to the RHRA that they should anticipated a longer meeting in 27 November, potentially up to two (2) hours to facilitate this public comment. 28 29 Mr. Trudgeon reiterated that this was intended as a listening session by the RHRA, to take 30 comment, and then incorporate that feedback into a draft program in response to what the 31 community wanted. 32 33 At the request of Chair Maschka, Ms. Kelsey advised that notices had been sent to all 34 properties within the 500’ radius of rental properties via letter; with postcard notice provided to 35 residents/tenants of rental buildings. 36 37 Living Smarter Marketing Campaign 38 Ms. Kelsey updated the RHRA on last week’s flyer included in the Roseville Review, provided 39 to 17,000 homeowners in Roseville. Ms. Kelsey reported that staff had received feedback and 40 questions already from that effort; and advised that subsequent advertising was planned in 41 weekly segments with four (4) questions for “Ask the Expert” to continue the campaign 42 between now and December 15, 2012, and expanding to 49,000 homeowners for the entire 43 newspaper circulation gamut to further market Roseville and the marketing campaign. While 44 anticipating that it would take longer for the momentum to build, Ms. Kelsey advised that the 45 good response to-date was encouraging, and she anticipated more responses of those seeking 46 further details and/or how to find additional information. 47 48 Ms. Kelsey expressed staff’s amazement of the responses from the website and how it was 49 being linked to other sources and resources and agencies. 50 51 10.
