Once again, we must also look at other factors and 283 <br />local preferences to determine whether there are other influences affecting property taxes and rates. 284 <br /> 285 <br />P OLICY O BJECTIVE 286 <br />An annual review of the City ’s utility rate structure is consistent with governmental best practices to ensure 287 <br />that each utility operation is financially sound.
