Assessment Policy Summary Page 4 of 5 <br />11/19/12 <br /> <br />(d) New development property, or property whic h has altered its land use within the 1 <br />past three years, shall be assessed at 100% of the city ’s expense for the 2 <br />improvement. 3 <br />(e) Water services shall be assessed on a pe r service basis at 100% of the city’s 4 <br />expense for such services. 5 <br />8. Pathway Construction Projects : 6 <br />(a) There shall be no assess ments for the construction of off r oad pathways that are 7 <br />included as priority segment s in the City’s Pathway Master Plan. Except in the 8 <br />case of petition or development projects. 9 <br />9.11. Streetlight Installation Projects: 10 <br />(a) Shall be assessed on a front f ootage basis and as follows: 11 <br />(b) All properties within 150 feet (street frontage ) of each light shall be considered 12 <br />for assessment. 13 <br />(c) City staff shall determine the number and lo cations of lights that could have been 14 <br />installed under the “standard street light” section of the City’s Street light policy. 15 <br />The maintenance cost for these lights w ill be deducted from the overall project 16 <br />cost. 17 <br />(d) 100% of the additional costs for an “enha nced street light” project shall be 18 <br />specially assessed. The additional costs for an “enhanced street light” project 19 <br />shall include; cost of inst allation of enhanced street lights, cost of operation & 20 <br />maintenance (pro-rated for 25 years), admi nistrative costs, minus “standard street 21 <br />light” maintenance cost (if applicable) 22 <br />(e) At the end of 25 years, the City will evaluate the maintenance needs for the 23 <br />“enhanced street light” areas. A reconstr uction project will be considered where 24 <br />the new operation and maintenance costs for the next 25 years will be proposed to 25 <br />be assessed to the benefiting properties. 26 <br />(f) In new development and redevelopments, the operation and maintenance costs for 27 <br />an “enhanced street light” installation sha ll be paid for by the property owners in 28 <br />the new development in perpetuity. These costs shall either be paid for up front 29 <br />by the developer or assessed to the property owners. Th e total cost shall be the 30 <br />“enhanced street light” operation and main tenance cost minus the City’s “standard 31 <br />street light” contribution. The City’s ba sic contribution shall be determined based 32 <br />on the procedure outlined in section IV. B. of the City Street Light policy. 33 <br />10.12. Definitions 34 <br />(a) Assessable frontage: Property frontage on a segment of infrastructure scheduled 35 <br />for improvement. If a parcel is a corner lot or has multiple street frontages, the 36 <br />parcel frontage shall only be calculated fo r the side abutting the infrastructure 37 <br />scheduled for improvements. 38 <br />(b) Benefited Area: The properties expected to receive positive impacts from the 39 <br />proposed public improvement and which are subject to assessment for the cost of 40 <br />construction. The Benefited Area is de termined on a project- by- project basis. 41 <br />(b)(c) Enhanced Street Light: When the locati on, design, or spacing for requested lights 42 <br />does not meet the “Standard Street Light ” qualifying conditions, property owners 43 <br />may request that the City undertake an “Enhanced Street Li ghting” project. 44
