<br />Project P -ST -SW -W -13 -02 Feasibility Report <br />County Road D Reconstruction <br />12 <br />EXISTING CONDITIONS General Comments <br />County Road D is under the shared jurisdiction of the City of Roseville and the City of <br />Shoreview . Each City will pay for their portion of the project construction with in their City <br />boundaries, which includes utility reconstruction, sidewalk, and other items not related to the <br />road reconstruction. The road reconstruction costs will be split 50 -50 between the two cities. <br />Shoreview is providing engineering services and R oseville will reimburse them for our share. <br />The costs discussed in this report are the City of Roseville’s cost share of this project. <br />Shorevi ew will be preparing their own f easibility report for their portion of the project costs. <br />The properties that abut the road are a part of a mature neighborhood with a majority of the <br />houses over 30 years old . Land uses in this corridor are as follows <br /> Single F amily Neighborhood <br />Business <br />Apartment Institutional <br />Roseville 17 Honest 1 <br />Auto Care <br />1 (25 units) Luthera n Church of the <br />Resurrection <br />Shoreview 11 3050 Lexington Avenue - Multi <br />Use <br />Emmet D. Williams Elementary <br />School <br /> <br />The pavement show s signs of distress, such as transverse and longitudinal cracking, and <br />alligator cracking. There is evidence of previous main tenance, including patching and seal <br />coating. The pavement surface shows signs of severe oxidation, as evidenced by the exposed <br />pavement aggregates. T he current Pavement Condition Index rating is marginal an d is <br />recommended for reconstruction. <br />The existing street section varies. There is approximately 6 inches of sandy gravel overlain with <br />9 to 18 inches of bituminous pavement. Special C onsiderations A. Street Design <br />The majority of County Road D is a 32 fo ot wide road with bituminous curbing. The road is <br />divided into two 12 foot wide traffic lanes along with 4 foot shoulders on both sides of the <br />street. The street is 38 feet wide between Hafner Court and Victoria Street. The street also <br />widens out at Lex ington Avenue. <br />1. Pathway <br />The majority of County Road D does not have a sid e walk along th e south side of the <br />road. There is a sidewalk along the south side of the road west of Victoria Street that <br />a bruptly ends at the end of the c hurch p roperty. There is a sidewalk along the north
