<br />Project P -ST -SW -W -13 -02 Feasibility Report <br />County Road D Reconstruction <br />20 <br />• An 8 foot shoulder on the north side for bicycles and parking. <br />• Two 11 foot lanes <br />• A 4 foot shoulder on the south side <br />b. Hafner Court to Victoria Street, <br />S taff is proposing to construct a 4 0 foot wide street. The 4 0 foot wide street segment <br />will include the following: <br />• A right turn lane at Victoria Street. <br />• A 9 foot shoulder on the north side for bicycles and parking. <br />• Two 1 1 foot lanes <br />• A 9 foot shoulder on the south side for bicycles and parking. <br />4. Traffic Management <br />County Road D serves as a collector road . Traffic from the neighbo rhoods to the north, <br />south, and east use it to get to County Road system. The traffic volume, while high for <br />typical residential streets, is low for a collector road. <br />Traffic speed is a source of concern for the residents that live on County Road D . The <br />road is signed 3 5 mph. As indicated by the traffic counts, the 85 th percentile speed <br />between Lexington Avenue and Chatsworth Street is 40 mph. The segment between <br />Chatsworth Street and Victoria Street has an 85th percentile speed of 43 mph. The 85th <br />per centile speed is the sp eed at which 85% of the traffic is travelling . Both segments are <br />signed 35 mph. <br />There is a school speed zone of 20 MPH in front of Emmet D. Williams Elementary <br />School . <br />In light of these concerns, and the fact that there is a schoo l speed zone located on the <br />road, we are proposing to install permanent radar speed limit signs on the r oad as a part <br />of this project. Radar speed limit signs (also called “driver feedback signs”) prompt <br />speeding drivers to slow down. The signs detect and display a speeding driver’s velocity. <br />This active feedback makes drivers aware of their speed. It also makes them feel like <br />they’re being monitored. The result: speeders slow down. <br />Also, we are proposing to install a pedestrian activated flasher at the Ch atsworth Street <br />crosswalk. This will assist getting students safely across the street to get to Emmet D. <br />Williams Elementary School . B. Storm Water <br />C oncrete c urb and gutter will be install ed as a part of the street reconstruction project; existing <br />catch basi ns will be adjusted to work with the new street alignment. Additional catch basins will <br />be installed where needed. The boulevards and yards will be graded to drain to the street, <br />where possible. Where this is not possible, catch basins will be extended into yards. <br />This road is located within the Rice Creek Watershed (RCWD ). RCWD require s that this project <br />provide volume control for the storm water runoff. This can be accomplished through the <br />construction of infiltration trenches and rain gardens with in the County Road D right - of - way. <br />These basins may require reconstruction every 10 -20 years.
