<br />Project P -ST -SW -W -13 -02 Feasibility Report <br />County Road D Reconstruction <br />21 <br />In an effort to provide a level of pretreatment for the storm water prior to discharging into the <br />infiltration areas , catch basins will be constructed with e xtra depth. These “sumps” will capture <br />some of the sand and leaves that are inherent to storm water runoff. By removing this material <br />at the catch basin, it will not make it to the City’s s torm ponds, and improve water quality. <br />These sumps will require annual cleaning, and will be added to our annual maintenance . <br />1. Erosion Control <br />As part of the project plans and specifications, staff is required to prepare a storm water <br />pollution prevention plan (SWPPP) for the purposes of enforcing erosion and sediment c ontrol <br />rules. The SWPPP will include erosion and sediment control methods that will be implemented <br />throughout the project. Silt fence, bio -rolls, erosion control blanket, and other best <br />management practices will be utilized where direct runoff might occu r. Inlet protection will be <br />used to protect both the existing and new catch basins during construction. Street sweeping will <br />occur, as needed, on all paved street surfaces throughout the project, including intersecting <br />streets. Exposed soils and aggrega te material will be watered as needed as a dust -control <br />measure. An erosion and sediment control plan sheet and storm water pollution prevention <br />plan will be created during the design phase of this project. Immediate turf establishment in <br />areas of soil d isturbance will be required such as placing seed and erosion control blanket. After <br />street and utility work is completed, sod will be placed as the permanent turf establishment in <br />all disturbed areas. The City, in coordination with the watershed district , will closely monitor all <br />erosion and sediment control measures throughout the construction process. The selected <br />contractor will be required to install all preventative measures and maintain them as required by <br />the City, RC WD, MPCA, and other regulatory agencies. C. Private Utilities <br />Private utility companies have been notified that this project is being considered for <br />construction in 201 3 . It is their responsibility to relocate facilities within the right - of - way that <br />interfere with the City’s proposed p roject. D. Other Considerations <br />The following properties, structures or landscape features are unique to this project and deserve <br />special consideration: <br />1. Emmet D. Williams Elementary School <br />School gets out June 10, 2013 and resumes on September 3, 2013. Staf f has met with the <br />school district to discuss construction schedule. We will work with them to minimize <br />impacts to the scheduled events and busing. <br />2. Watermain <br />Due to the excessive watermain break history, City staff is recommending that all watermain <br />pip es, valves, and hydrants within the corridor be removed and replaced. <br />3. Sanitary sewer <br />The existing manholes and other similar structures will be adjusted as necessary as part of <br />this project. The sanitary sewer mains have been televised and staff has incl uded the repair <br />of manholes during construction. It has been determined that much of the disrepair in the <br />mainline can be repaired using trenchless technology. In addition, property owners with
