<br />REQUEST FOR COUNCIL ACTION <br /> Date: 12/10/12 <br /> Item No.: 7.g <br />Department Approval City Manager Approval <br />Item Description: Receive Feasibility Report and Set Public Hearing for County Road D <br />Reconstruction Project <br />Page 1 of 3 <br />B ACKGROUND 1 <br />At the June 11, 2012, the City Council authorized the preparation of a feasibility study for the 2 <br />proposed reconstruction of County Road D, between Lexington Avenue and Victoria Street. County 3 <br />Road D is a border street. 4 <br />The ownership of this road is split at the center line between the City of Shoreview and City of 5 <br />Roseville. It is in the best interests of the residents of each city to undertake the reconstruction 6 <br />project in a cooperative fashion. The goal of the Cities is to provide for a coordinated cost effective 7 <br />completion of this project. In 2001, the City of Roseville took the lead on the reconstruction of W. 8 <br />Owasso Blvd. As a result, the City of Shoreview is taking the lead on this project. They have been 9 <br />providing engineering services including desi gn, contract administration and construction 10 <br />management. 11 <br />Over the last 6 months, city staff has held four public information meetings with residents living 12 <br />along County Road D. The first meeting was on August 8, where we presented the proposed 13 <br />reconstruction project and received input rega rding neighborhood concerns along the corridor. 14 <br />Among these were: Street design/ parking, pedestrian safety, drainage, traffic, street lights, and 15 <br />undergrounding power lines. 16 <br />The second meeting was on October 4, where we pres ented the residents a proposed street design. 17 <br />This design included a 6 foot wide detached concre te sidewalk along the south side of the street, 18 <br />along with a parking lane along the north side of the street for the entire corridor. 19 <br />On October 27, we had a “walk thru” meeting on s ite. This meeting started at Lexington Avenue 20 <br />and continued east toward Victoria Street. It was a meeting in motion. The City surveyor marked 21 <br />the location of the new curb and sidewalk, allowing staff to be able to meet with residents 22 <br />individually to discuss the project and show them how it would impact the road in front of their 23 <br />property. 24 <br />Our final information meeting was on November 29. At that meeting, we presented the preliminary 25 <br />staff recommendations including design, project cost and proposed assessments for the project. 26 <br />In accordance with City Council direction, a feasib ility report has been prepared that details the 27 <br />proposed design, neighborhood impact, and estimated cost of the proposed County Road D 28 <br />Reconstruction project. The recommendations in the feasibility report were shared with the 29 <br />neighborhood at our November 29 information meeting. The next step in the process is for the 30 <br />Council to accept the feasibility report and to schedule a public hearing. 31 <br />This project was also discussed at the October Public Works Environment and Transportation 32
