Regular Planning Commission Meeting <br />Minutes – Wednesday, May 02, 2012 <br />Page 6 <br />aesthetically pleasing the adjacent golf course was to their office; even though they had <br />240 <br />been living with the current conditions at the subject parcel since they constructed their <br />241 <br />Horton headquarters in 2001. <br />242 <br />Member Boguszewski clarified that Ms. Gilberstadt and Horton Holding may be in support <br />243 <br />of this Conditional Use application, if the applicant was able to purchase the property and <br />244 <br />make obvious improvements. <br />245 <br />Ms. Gilberstadt responded affirmatively; opining that it would be refreshing to work with a <br />246 <br />different property owner, since they hadn’t had much luck to-date with the current <br />247 <br />property owner in improving the property. <br />248 <br />Mr. Paschke advised that Community Development Department staff had worked with <br />249 <br />Horton for a considerable time in attempting to rectify ongoing issues at the site; often <br />250 <br />with vehicles parked at the rear of the site and stuck in the mud, all violations of City <br />251 <br />Code, and requiring staff considerable time in attempting to follow-up on compliance <br />252 <br />efforts. Mr. Paschke noted that the applicant, and hopefully new property owner, had <br />253 <br />modified the site to bring it into compliance with City Code; and expressed his assurance <br />254 <br />that Ms. Gilberstadt would continue to serve as the City’s eyes to alert staff to any issues <br />255 <br />or concerns. Mr. Paschke opined that this use should prove to be a good addition to this <br />256 <br />area, and it should make lives easier for Horton Holding as well as City staff, noting the <br />257 <br />difficulties in the past in working with the current property owner to bring it into <br />258 <br />compliance, with annual remediation efforts required. Mr. Paschke expressed his hope <br />259 <br />that the applicant would prove to be a better neighbor. <br />260 <br />Chair Boerigter closed the Public Hearing at approximately 7:35 p.m. <br />261 <br />MOTION <br />262 <br />Member Cunningham moved, seconded by Member Boerigter to recommend to the <br />263 <br />City Council APPROVAL of OUTDOOR STORAGE AS A CONDITIONAL USE at 2507 <br />264 <br />Walnut Street; based on the comments and findings of Sections 4-6; and the <br />265 <br />conditions of Section 7 of the staff report dated May 2, 2012; <br />amended as follows: <br />266 <br /> <br /> Additional condition C: The applicant shall continue to work with staff to arrive <br />267 <br />at applicable slat materials for the existing cyclone fencing to balance <br />268 <br />screening needs while keeping costs reasonable; and provide plant materials <br />269 <br />to assist with that screening from adjacent properties <br />270 <br />Ayes: 6 <br />271 <br />Nays: 0 <br />272 <br />Abstentions: 1 Gerald (Jim) Olson <br />273 <br />Motion carried. <br />274 <br />Chair Boerigter advised that the anticipated City Council action was scheduled for May <br />275 <br />21, 2012. <br />276 <br />Joint City Council/Planning Commission Meeting <br />277 <br />Mr. Paschke noted that the proposed joint meeting was scheduled for May 14, 2012; and <br />278 <br />sought additional discussion items from Commissioners. <br />279 <br />Discussion Topics of Interest <br />280 <br />Member Gisselquist questioned if it would be timely to redo the Twin Lakes Study or <br />281 <br />rethink it, since it was twenty (20) years old, and it continued to be difficult to get <br />282 <br />redevelopment to proceed. Member Gisselquist suggested it may be timely to reconsider <br />283 <br />uses and zoning at Twin Lakes within changed economic or lack of redevelopment <br />284 <br />circumstances; and sought direction from the City Council. <br />285 <br />Chair Boerigter concurred, suggested that perhaps the Overlay District needed to be <br />286 <br />revised. <br />287 <br /> <br />
