Regular Planning Commission Meeting <br />Minutes – Wednesday, June 6, 2012 <br />Page 7 <br />Member Boguszewski opined that this use was not in violation of or not in the spirit of the <br />300 <br />Comprehensive Plan. While it may not address Mr. Grefenberg’s concerns about the <br />301 <br />Comprehensive Plan or if the City Council or other bodies were ignoring parts of that Plan <br />302 <br />in their deliberations, Member Boguszewski offered his support of the proposed use and <br />303 <br />Text Amendment. <br />304 <br />Member Olsen opined that this was a change from office space to teaching, essentially <br />305 <br />expanding the campus, and whether good, bad or indifferent, it still represented a change <br />306 <br />and raised questions, as expressed by Mr. Grefenberg, in expansion of the Northwestern <br />307 <br />College campus. From that perspective, and true intended use as a teaching space, not <br />308 <br />another office space, Member Olsen opined that the use was new and different. <br />309 <br />At the request of Member Cunningham, Mr. Humphries advised that the College could <br />310 <br />not afford to build additional facilities on their campus proper. While this may be a <br />311 <br />consideration at some future point, and allowed under the College’s footprint for their <br />312 <br />Planned Unit Development (PUD), Mr. Humphries confirmed that the College didn’t have <br />313 <br />the available resources to proceed with a new facility on campus at this time, thus their <br />314 <br />request for this option. <br />315 <br />Member Cunningham noted that here areas of most concern were in the campus <br />316 <br />appearing to spill out into the community, affecting residents and businesses in those <br />317 <br />areas. However, Member Cunningham advised that she would probably support this <br />318 <br />request; but hoped that the City Council considered those implications as well during their <br />319 <br />deliberations. <br />320 <br />Vice Chair Gisselquist closed the Public Hearing for File 12-008 at approximately 7:19 <br />321 <br />p.m. <br />322 <br />MOTION <br />323 <br />Member Boguszewski moved, seconded by Member Lester to recommend to the <br />324 <br />City Council APPROVAL OF THE ZONING TEXT AMENDMENT for Lincoln Drive <br />325 <br />Properties, LLC, a property management subsidiary of Northwestern College, to <br />326 <br />allow academic classes to be taught in office settings in addition to more <br />327 <br />traditional campus settings; based on the comments and findings of Sections 4-6 <br />328 <br />and the recommendations of Section 7 of the staff report dated June 6, 2012. <br />329 <br />Member Strohmeier opined that this request put people on edge as it was essentially <br />330 <br />Northwestern College expanding again; and noted the rocky past and controversial <br />331 <br />issues in the past as well. While not sure of his feelings, Member Strohmeier opined that <br />332 <br />some of the questions raised needed to be addressed at the City Council level and urged <br />333 <br />them to flag those issues (e.g. property tax roll status and impacts). Despite the opinions <br />334 <br />expressed by Member Boguszewski, Member Strohmeier opined that this was a change, <br />335 <br />and with the location of the building adjacent to Eagle Crest with many seniors walking on <br />336 <br />Lincoln Drive to parks and shopping, it created concerns. Member Strohmeier advised <br />337 <br />that he had heard residents from that facility, as well as in the area, express their grave <br />338 <br />concerns with the continued expansion of Northwestern College and the multiple and <br />339 <br />negative impacts of the expansion. Member Strohmeier opined that the traffic issue <br />340 <br />should be looked at more closely by staff prior to their presentation to the City Council, <br />341 <br />specific to County Road C-2 and Lincoln Drive, as well as in the general area, given the <br />342 <br />uniqueness of that road. <br />343 <br />Member Strohmeier stated that he would support this request, given his recognition of the <br />344 <br />critical need for nurses; however, he admonished that the College needed to be a good <br />345 <br />partner with the City of Roseville; and should not expand without community input. <br />346 <br />Mr. Paschke asked Member Strohmeier if the use, a nursing school, wasn’t associated or <br />347 <br />affiliated with Northwestern College, would he still have the same issues or concerns. <br />348 <br />Member Strohmeier responded “yes,” with his concerns mostly related to traffic. <br />349 <br />Mr. Paschke asked that the Commission as a whole consider this use specific to a <br />350 <br />building they already own, and not associated with campus expansion.
