Approve Contract for Engineering Services to Acquire Right-of-Way for <br /> the Twin Lakes Area Public Improvement <br /> City Engineer Debra Bloom briefly summarized the request in the RCA dated <br /> December 3, 2012; and the rationale for the request. Ms. Bloom noted that this <br /> process was very involved and required expertise from an outside consultant. <br /> Ms. Bloom assured Councilmembers that if could take up to a year on average <br /> for negotiations, but this would be the first step in the process and would proba- <br /> bly take 3-6 months, with any costs for easements coming to the City Council <br /> for formal action. Ms. Bloom estimated the cost for consultant services to be as <br /> proposed at $19,480, with funds for easement acquisition to come from the <br /> Hazardous Substance Subdistrict of TIF District 11. <br /> Discussion ensued regarding the actual location and ownership of the various <br /> segments totally approximately 2.5 acres; Phase II construction of a temporary <br /> roundabout that would need to be upgraded in the future; and a settlement <br /> agreement proposed to come before the City Council at their December 10, <br /> 2012 meeting representing a number of items, including demolition of existing <br /> truck terminals based on very favorable bids recently received. <br /> Johnson moved, Pust seconded, authorization for City Manager to contract with <br /> SRF Consulting Group, Inc. to acquire right-of-way for Twin Lakes Area Public <br /> Improvements, as detailed in the RCA dated December 3, 2012. <br /> Councilmember McGehee, based on her understanding, advised that she would <br /> support the motion as long as it was going in tandem with revisioning efforts for <br /> the Twin Lakes Redevelopment Area. <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> g. Approve Contract for Engineering Services to Develop Twin Lakes Area <br /> Public Improvements Feasibility Report <br /> City Engineer Bloom provided a brief summary of this request, as detailed in <br /> the RCA dated December 3, 2012. Ms. Bloom advised that staff was recom- <br /> mending approval of this request to develop framework to discuss the feasibility <br /> of construction additional improvements in the Twin Lakes Redevelopment Ar- <br /> ea, specific to four (4) adjacent areas that could potentially influence future de- <br /> velopment in the area. <br /> Ms. Bloom noted that this would allow the City to demonstrated benefits to <br /> those living on the roadway, various land uses, traffic projections as it moves <br /> away from the immediate area (e.g. Cleveland Avenue and the I-35W inter- <br /> change).
