In order to match those funds or before additional redevelopment <br /> occurred, Ms. Bloom advised that there was a significant need to establish a <br /> framework to consider benefits of larger scale improvements, and the modeling <br /> expertise of SRF Engineering was needed to identify the benefitted areas <br /> through a benefit test process. Ms. Bloom clarified that this action would not <br /> entail ordering any feasibility reports at this time. <br /> Councilmember McGehee stated that she would be closely watching how traffic <br /> patterns developed to ensure protection of residential properties from business <br /> traffic in the area. <br /> On a related note, Councilmember McGehee asked that future spreadsheets pro- <br /> vided by staff, such as Attachment A to this report, be printed in larger format to <br /> facilitate readability, which was duly noted by staff. <br /> Discussion ensued regarding the benefit of performing this analysis at this time <br /> based on necessary environmental review and receipt of federal funds; length of <br /> time required for the various components and complexities of such an analysis; <br /> 2013 fiscal year for the federal government on June 30, 2013; and the need for <br /> the City to get in a better position for future development. <br /> Johnson moved, Willmus seconded, authorization for the City Manager to con- <br /> tract with SRF Consulting Group, Inc. to develop the Feasibility Report for <br /> Twin Lakes AUAR Infrastructure Improvements. —39,934— <br /> Roll Call <br /> Ayes: McGehee; Pust; Johnson; Willmus; and Roe. <br /> Nays: None. <br /> h. Approve City Attorney for Civil Legal Services <br /> City Manager Malinen reviewed in some detail the review process to consider <br /> firms to provide Civil Legal Services to the City, based on the Best Overall <br /> Value Process, as outlined in the RCA dated December 3, 2012. A number of <br /> bench handouts were distributed at the dais as supplemental materials for this <br /> selection, including a list of participants in the evaluation and interview process; <br /> a redacted copy of each of the four (4) finalist firms for comparison purposes; <br /> and a matrix of those firms with comparable scores and rankings. <br /> Of the original ten (10) firms contacted, City Manager Malinen advised that <br /> four(4) proposals had been received pursuant to the City Council's Professional <br /> Services Policy; and reviewed the subsequent criteria applied to each firm and <br /> used for the interview process. <br />
