b) Create a new city executive position to support <br />voluntcerism and effective public engagement across all <br />departments. <br />4� DEVELOPMENT OF HUMAN RIGHTS <br />POLICIES AND STRATEGIES <br />A. Determine feasibility of <br />Commission adopting a position <br />regarding this fall's state <br />constitutional amendment on <br />defining marriage, as well as other <br />constitutional amendments which <br />have direct impact on human and <br />civil rights. 7� CURRENTLY UNDERWAY <br />with special HRC Meeting scheduled <br />fo� May 10, 2012. <br />B. Consider whether and how the <br />Commission should take positions <br />on issues impacting human and civil <br />rights while maintaining focus and <br />consistency with the Commission's <br />purpose and duties as outlined in <br />Roseville City Code, Chapter 204. <br />C) Provide opportunities for City staff, council members, <br />and commissioners to discuss kcy issues with citizens, <br />including the City's progress on increasing civic <br />engagement. . . . <br />4.2 Policy Intent or Practice: The City should <br />invest in civic engagement training for public <br />o�cials and city staff to foster a climate of <br />public participation. <br />Rationale: The more public officials understand <br />the importance of civic engagement in achieving <br />city goals and gain skills in public participation, <br />the more effective and productive this participation <br />is. <br />5) Enhance Print Communications and <br />Dissemination <br />41 Policy Intent or Practice: The city should <br />continue to disseminate information via <br />printed material, keeping in mind that many <br />�esidents �ely solely on p�int media for news <br />and information. <br />4.2 Policy Intent oN Practice: The city should <br />include pertinent information and stories <br />�elated to civic engagement and <br />neighborhoods in its p�int cominunications, <br />the Roseville City News. <br />6) Enhance Website and Electronic <br />Communications <br />5.1 Policy Intent o� Practice: The city should <br />continuously improve its website to r�eake it <br />most user friendly, thereby foste�ing civic <br />engagement. <br />5.2 Policy Intent or P�actice: The city should <br />maxi�nize two-way communications <br />technologies (Web 2.0) to facilitate timely <br />public participation and engagement. <br />5.3 Policy Intent or Practice: The city <br />should enhance access to City Council and <br />commission agenda items, minutes, and <br />reco�ded meetings through its (and/or <br />North Suburban CTV's) website. <br />5.4 Policy Intent o� Practice: The city <br />should foster direct and e�cient email <br />communication with public officials <br />HRC Current Status Review of 2011 Strategic Plan and 2012 Initiatives prepared and distributed l 1-28-2012 <br />
