January 16, 2013 <br />Item S.a and S.b <br />Attachment 1 and 2 <br />Description of Standing Committees as found in HRC By-Laws follows <br />Article 6, Commission Committees <br />A. Standing Committees: Standing Committees are ongoing committees on behalf of <br />the full Commission. Standing Committee Chairs shall convene and preside over <br />meetings of the committees to accomplish the goals and objectives of the <br />Commission. All committees are open to the participation of any Human Rights <br />Commissioner provided that public notice requirements are followed. Committee <br />Chairs shall provide reports to the Commission at regular meetings. Standing <br />Committees are as follows: <br />a. Operations Committee: The Operations Committee may be convened as an <br />executive cominittee for the purpose of conducting business on emergency or critical <br />items which cannot wait until the next regularly scheduled Commission meeting. <br />Said Committee may also be consulted by the Chair regarding the agenda for <br />Commission meetings, and it may review internal matters of the Commission (such <br />as concerns regarding attendance, rules and procedures of the Commission, and <br />decorum at meetings). <br />This committee will meet at the call of the Chair. The Commission Chair may either <br />chair the Operations Committee or delegate this role to another volunteer member of <br />the Committee. The Committee is composed of the Chair, Vice-Chair, the Chair of <br />any Standing Committee or designee of any Standing Committee. Other <br />commissioners may attend Operation Committee meetings as well. <br />b. Outreach & Diversity Committee: The duties of the Outreach Committee shall <br />include but not be limited to liaison with other Human Rights Commissions or <br />similar bodies and other Roseville groups and neighborhoods regarding human rights <br />and diversity issues that may affect Roseville; assess and report to the Commission <br />other models and programs that may assist the Commission in achieving its <br />objectives and goals; assess and monitor changes in the City of Roseville's <br />population with respect to human rights and diversity issues; monitor and track <br />complaints and reports from the Minnesota Department of Human Rights concerning <br />the City of Roseville and report the same to the full Commission. <br />Membership of the Outreach and Diversity Committee consists of volunteer <br />Commissioners appointed by the Commission Chair. Committee will then elect its <br />own Standing Committee Chair or designate a lead to represent them to the <br />Commission. <br />Attachments to Chair's Report of January 16, 2013 3 <br />
