January 16, 2013
Item S.a and S.b
Attachment 1 and 2
ATTACHMENT #4 TO CHAIR'S JANUARY 16, 2013, REPORT
EXCERPTS FROM ROSEVILLE HUMAN RIGHTS COMMISSION
DOCUMENTS & SOURCES
ON COMMUNITY DIALOGUE PROGRAMS

Program Planning Committee Report
prepared on July 315t for August 9, 2011, Commission Meeting
Report and Recommendations on Planning Community Dialogues:
Background: As requested by the Commission Carolyn Curti had originally sent
out an email on Thursday, July 14, 2011, inquiring from past planning committee
members for their interest in partaking in this year's planning. By July 18, there
had only been two responses showing interest: Commissioner Brisbois and Thao,
and one response with a rejection/decline to participate in planning this year's
forum.
In the absence of any volunteers the Program Planning Committee (PPC) invited
Thelma McKenzie to meet with it and scheduled a meeting on July 21 Sc. McKenzie
and Brisbois were not able to make the meeting.. The purpose of this planning
meeting was to assess last year's evaluation of the 2010 forum provided by the
previous planning group, consider whether to continue the format of that 2010
forum and the previous two forums, and if needed to discuss other ideas,
suggestions, and alternative formats for future forum(s).
The paragraph outlined in blue below is the Committee's recommendation for
Commission consideration.
Recommendation: Due to the lack of interest from past planning
committee participants (with the significant exception of JC Penny's
Barbara Bell and Brian Dorr), it is essential that a new group of advisory
committee members be formed. This advisory planning committee would
work with the Program Planning Committee in recommending to the
Commission a series of community dialogues for next year. The Program
Planning Committee in consultation with this advisory committee would
recommend specific dialogue formats and topics.
Both the Program Planning Committee (PCC) and the Advisory Committee would
be responsible for executing the forums once approved by the HRC.
Explanation and Rationale: The above is an initial recommendation to create a
new planning committee, plan a series of forums, and explore alternative topics
and formats. The following is an initial list of potential groups and communities
from which we recommend recruitment of a new advisory planning group; it may
not be the actual advisory planning group since most of the groups or
organizations delineated have yet been contacted. It should also be recognized
Attachments to Chair's Report of January 16, 2013 7
