January 16, 2013 <br />Item 6 <br />Program Planning Report <br />and Attachments <br />ATTACHMENT #2 TO PROGRAM PLANNING COMMITTEE REPORT <br />December 29, 2012 <br />Jerry Nagel, President <br />Meadowlark Institute <br />16982 Staklce Lake Road <br />Lake Park, MN 56554 <br />Dear Mr. Nagel, <br />I am the chair of Roseville's Human Rights Commission and I'd like to take this opportunity to <br />introduce our proposal for a community dialogue surrounding the topic of violence prevention, key staff <br />and trained facilitator involved, and why I believe our commission is well suited to coordinate this <br />event. Please also see a budget narrative attached. <br />The Roseville Human Rights Commission is charged with addressing community-wide issues pertaining <br />to human rights issues_which, by city ordinance, specifically include civic engagement and community <br />building. We have hosted several community dialogues in the past few years, and with the recent <br />tragedies surrounding gun violence on the east coast, we are reminded of the fragile nature of troubled <br />individuals and the impact violence has on the entire community. There_fore, we are requesting funds to <br />support two half-day community dialogues in Roseville, MN on the topic of interpersonal violence — <br />ranging from playground bullying to more harmful criminal acts — and its prevention. <br />The goals of the events are to bring the Roseville community together to a) examine the complex factors <br />that contribute to violence (including but not limited to the social stigma around mental illness), and b) <br />identify what we, as individuals and as a community, can do to help prevent violence. We are hopeful <br />that if we examine this topic together, sharing staries and perspectives, we can help turn the challenges <br />of violence into opportunities for healthy communities. <br />As a topical framework, we are using the Global Campaign for Violence Prevention's definition of <br />interpersonal violence: the intentional use ofphysical force or power th�eatened or actual, against <br />another person that eitheN �esults in o� has a high likelihood of resulting in injury, death, psychological <br />harm, maldevelopment, or deprivation. <br />Since we aim to examine violence and its prevention from a community-wide and diverse perspective, <br />we are inviting a wide range of community stakeholders to participate, including Roseville's area K12 <br />schools (especially social workers and behavioral intervention staffj, school-aged youth, police <br />department staff and its community relations coardinator, city officials and commissioners, <br />spiritual/religious leaders, and the general public. Individuals of all abilities, ethnicities, gender, sexual <br />orientation, and religion will be invited. <br />As a follow-up, we will post an article on the InCommons website blog describing the event and its <br />outcomes, share a summary report with the Human Rights Commission and discuss implications and <br />next steps at their public meeting, and with the assistance of the North Suburban CTV, develop a video <br />to air on the local government channel and to make available for loan through the Ramsey County <br />Library and Roseville City Hall. <br />Program Planning Committee Report of January 16, 2013 5 <br />
