Ms. Kelsey noted that, in <br />14 <br />accordance with contingencies of the Purchase Agreement previously approved by the HRA, <br />15 <br />completion of due diligence had been essentially completed. Ms. Kelsey noted that the <br />16 <br />Memorandum of Understanding (MOU) between the City Council and HRA Board regarding <br />17 <br />the adjacent fire station site included consideration of possible rezoning in the future of that <br />18 <br />site if and when development indicated a needfor higher density zoning.Ms. Kelsey advised <br />19 <br />that the Phase I environmental review of the site had found no additional issues other than <br />20 <br />those already known or anticipated and standard for buildings of this age: the two (2) wells on <br />21 <br />the site, and potential hazardous materials (e.g. lead and/or asbestos). Ms. Kelsey noted that <br />22 <br />remediation would be completed; and advised that the City Council had given their consent on <br />23 <br />the closing on the properties at their November 19, 2012 business meeting. <br />24 <br />25 <br />Motion: Member Majerusmoved, seconded by Member Elkinsto authorize the <br />26 <br />expenditure of funds for the acquisition of 2325 Dale Street and Lots 18, 19, 20 and 21, <br />27 <br />Block 1, O’Neil’s Addition in am amount not toexceed $638,000; to be purchased with <br />28 <br />existing funds from Account No. 724, Multi-Family Program Fund. <br />29 <br />30 <br />At the request of Member Majerus, Ms. Kelsey advised that no opposition was anticipated in <br />31 <br />moving forward with this property purchase and/or any future rezoning, based on the lengthy <br />32 <br />process being used seeking community input throughout all stages. Ms. Kelsey advised that <br />33 <br />staff anticipated seeking assistance from the U of MN in 2013 for development of design <br />34 <br />charettes, which will be a request at the HRA’s January 2013 meeting as the next step. While <br />35 <br />recognizing that no redevelopment project could be considered easy, Ms. Kelsey advised that <br />36 <br />staff was securing needed elements at this point, and would continue to do so; and intended <br />37 <br />that the HRA and City Council continue to work cooperatively and openly for the benefit of <br />38 <br />the entire community to address this needed type of housing stock in Roseville. <br />39 <br />40 <br />Member Lee arrived at this time, approximately6:07 pm <br />41 <br />42 <br />Related to the fire station itself, Member Masche questioned if there was any hazardous <br />43 <br />materials in that structure, and if so, how those wouldbe addressed and at who’s expense. <br />44 <br />45 <br />Ms. Kelsey noted that the MOU addressed that, with environmental remediation costs handled <br />46 <br />by the HRA. Ms. Kelsey advised that,in the Phase I inspection of the building, the only <br />47 <br />concern was the potential of contaminated soils around former holding tanks removed in 1999, <br />48 <br />but not tested extensively at that time to determine if any leakage from the tanks or spills had <br />49 <br />contaminated the surrounding soils. Ms. Kelsey noted that a Phase II environmental review <br />50 <br />was now underway to make that determination, but if remediation was necessary, it was <br />51 <br />anticipated that it would involve removing soils due to leaks or spills of oil during truck <br />52 <br />maintenance on the site, but that it was believed that there was nothing significant that could <br />53 <br />have leached into the groundwater.Ms. Kelsey further advised that the review had determined <br />54 <br />no hazardous materials in the fire station beyond the asbestos in the roof, but not beyond that. <br />55 <br /> <br />
