Recycling Community Values Discussion (continued) <br />Recycling Coordinator Tim Pratt summarized best value contracting approach for <br />renewing the Recycling contract to provide more opportunities for evaluation, not <br />entirely based on price; and provided an example that included performance <br />structure, performance evaluation; current capability factors and other categories. <br />Tonight's discussion focused on the list developed by members of various <br />community values they felt should be incorporated in an RFP for recycling <br />services; to proceed in ranking scores based on their importance related to those <br />values. <br />Initial categories grouped together by staff based on the bullet points were as <br />follows: <br />Collection <br />Contract <br />• Local Vendor <br />• Return on Investment <br />• Clean, quiet <br />• Money returned to City <br />• Know the size and weight of trucks and <br />• Flexibility in contracting <br />their impact on streets <br />• Rewards for adding value <br />• Equipment doesn't use fossil fuel <br />Convenience <br />Education <br />• Easy to participate <br />• Frequent education of <br />• Is it better to separate or co- mingle? <br />residents <br />• More materials picked up <br />• Community involvement <br />• Help to minimize blowing of material <br />• Annual report on what <br />happens to material <br />Environmental Benefits <br />Additional Services <br />• Wide range of material picked up and <br />• HHW collection that's easy <br />marketed to its highest and best use <br />• Organics collection <br />• Materials are efficiently recycled (local <br />• Businesses included <br />markets, highest and best use for <br />• Anticipate future markets and <br />Page 1 of 1 <br />
