Note: recycling does not reflect source reduction and yard <br />waste credits. <br />Ramsey County supports the MPCA's objectives for source reduction, reuse, recycling, organics <br />recovery, resource recovery and land disposal found in the 2010 Regional Solid Waste Policy Plan. <br />There are 8 key themes in the Policy Plan: <br />• Accountability: waste is everyone's responsibility, not just government's. <br />• Waste should be considered a resource, saving money, energy and reducing pollution. <br />• The solid -waste management hierarchy identified in state law should guide decision making. <br />• Generators of waste are responsible for the waste they produce. <br />• Government, in all its functions, generates waste, and should serve as a leader in properly <br />handling waste. <br />• Product stewardship, which is a preventive approach to waste, and which creates shared <br />responsibility, is a key future direction. <br />• Private - sector initiatives are key for the future, with State law giving preference to privately <br />provided services. <br />• Greenhouse gas reductions can be met by handling waste appropriately. <br />Ramsey County Solid Waste Management Plan Revisions <br />The Ramsey County Solid Waste Management Plan will have two components: a regional <br />component and local component. The regional component is developed jointly with Anoka, Carver, <br />Dakota, Hennepin and Washington Counties, through the Solid Waste Management Coordinating <br />Board (SWMCB). Each member of the SWMCB adopts an identical regional component to their plan. <br />The local component includes policies and strategies that focus on County- specific activities. <br />Revisions to the draft Ramsey County plan assumed a 20 -year planning horizon, and builds on the <br />previous master plan, on -going and future work, and previous and new research. This draft plan <br />offers a solid basis for moving Ramsey County's system toward the MPCA's short- and long -term <br />objectives. Areas of emphasis in this plan — in an effort to more fully develop certain parts of the <br />waste - management system — include: <br />• Organic waste management <br />• Non - residential recycling <br />• Municipally provided services, such as multi -unit recycling <br />• Demolition /construction waste reuse and recycling <br />• Communication, consultation and technical assistance <br />• Expanded hauler licensing for consistency and oversight of highest and best use of waste. <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 14 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
