Cost and Finance <br />Ramsey County Cost and Finance Policies <br />1. Ramsey County will continue to use the County Environmental Charge (CEC) as a funding <br />tool that also serves as an incentive for waste to be managed higher on the waste <br />management hierarchy. The CEC applies to mixed municipal solid waste (MSW) and the <br />County has the authority to, by ordinance, apply it to non -MSW waste as well. <br />2. Amendments to the Solid Waste Ordinance that change the CEC rates will include a notice <br />period for generators and haulers before the rate change becomes effective, to give them <br />the opportunity to adjust billing systems. <br />3. The policy related to the use of solid waste fund balance is as follows: <br />a. Pursuant to State law, solid waste fund balance may be used for purposes only <br />described in the Solid Waste Master Plan. <br />b. Maintain the assignment of $1,000,000 of fund balance tort liability associated with <br />waste management activities. <br />c. Maintain the assignment of $500,000 of fund balance for a recyclable market support <br />fund. <br />d. Establish the following priorities for use of solid waste fund balance by Ramsey County, <br />in this order: <br />a. One -time waste management related expenses, such as purchase or <br />development of fixed assets or capital equipment; <br />b. Maintenance of waste - related capital equipment /sites; and <br />c. Operating expenses that present significant opportunities for meeting <br />environmental goals. <br />e. The Department of Public Health, in consultation with the County Manager and Office of <br />Budgeting & Accounting, will bring requests forward for new funding commitments <br />through the Capital Improvement Program process and /or through the Requests for <br />County Board Action process. <br />4. Ramsey County will consider the opportunity to use the CEC currently collected for resource <br />recovery purposes for use in the County's efforts to shift resources and effort to higher <br />levels of the waste management hierarchy, including waste and toxicity reduction, recycling <br />and reuse, organic waste management, toxicity reduction, and other issues such as illegal <br />dumping and innovative processing opportunities. <br />5.
