Ramsey County Cost and Finance Strategies <br />1. Ramsey County requires each municipality to be responsible for developing a long -term <br />financing mechanism to fund its residential recycling and organics programs. <br />2. Ramsey County allows municipalities use of the County's statutory service charge authority, <br />through joint powers agreements with the County, to collect a municipal recycling fee for the <br />municipality that includes services for the management of recyclables and organic waste. <br />3. Ramsey County will work with local partners to conduct a review of waste and recycling billing <br />practices to ensure consistent, clear billing. <br />4. Ramsey County will create a public entity grants program to provide funds to municipalities, <br />school districts, and other local public entities (excluding the University of Minnesota, <br />Metropolitan Council and the State of Minnesota) for the purpose of innovative programs to <br />start or improve recycling and organics management. <br />5. Ramsey County will fund its internal waste management operations using the CEC, employing <br />best - management practices and demonstrating leadership in waste management. <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 113 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
