Source Reduction, Reuse and Conservation <br />Ramsey County Source Reduction, Reuse and Conservation Policies <br />1. Recognizing that source reduction results from systemic change, such as product stewardship <br />initiatives or price signals that favor reduced waste, Ramsey County believes that the MPCA <br />must lead source reduction innovations and measurement. <br />2. Ramsey County will support actions to reduce waste in its own operations in order to conserve <br />natural resources and energy, reduce or eliminate toxins, support recycling markets, and reduce <br />the need for landfilling. <br />3. In order to protect both the environment and public health, and conserve natural resources, <br />Ramsey County will promote and take actions that conserve energy and reduce greenhouse gas <br />emissions. Ramsey County will also encourage the use of renewable energy including the <br />recovery of energy from waste. <br />4. Ramsey County will engage in environmentally preferable procurement and other practices, as <br />required in State law and in ways that are consistent with environmentally preferable <br />procurement practices established by federal guidelines, and will consider environmental <br />factors when making purchasing decisions. <br />Ramsey County Source Reduction, Reuse and Conservation Strategies <br />1. Ramsey County will encourage residential and non - residential generators to produce less waste. <br />2. Recognizing that the MPCA has the capacity to effect changes in waste behavior on a statewide <br />basis, Ramsey County will participate with the MPCA in the development and implementation of <br />strategies to reduce waste. <br />3. Ramsey County will share information and technical expertise with municipalities so that they <br />can work to promote innovative and effective ways of reducing waste generated by residents <br />and businesses. <br />4. Ramsey County will promote a variety of reuse opportunities to residential and non - residential <br />generators, through vehicles such as outreach, education and promotion of reuse markets. <br />5. Ramsey County will cooperate with the MPCA in measuring waste reduction on a statewide and <br />regional basis. <br />6. Ramsey County will take a comprehensive, sustainable approach to building design, construction <br />and remodeling (including materials selection), as well as daily operating practices, taking into <br />consideration energy efficiency, conservation and environmental impacts. <br />7. In support of the stated environmentally preferable purchasing policy, Ramsey County will <br />develop a framework for purchasing that simply and easily guides the buyer within an <br />organization toward environmentally preferable alternatives. <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 128 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
