Regulation <br />Ramsey County Regulation Policy <br />1. Ramsey County will assure compliance with applicable laws, rules and ordinances related to the <br />management of solid and hazardous waste, as required by Minn. Stat. Sec. 473.811. <br />Ramsey County Regulation Strategies <br />1. Ramsey County will implement its solid- and hazardous -waste compliance program focused on <br />risk. Fees charged for regulated activities will be based on risk factors previously used by the <br />County. <br />2. Ramsey County will require, as a condition of licensure, all waste haulers and transfer stations <br />operating in the county to remove and properly manage any hazardous waste materials to <br />assure that regulated hazardous waste is properly managed, and that regulated entities are <br />aware of options that reduce the quantity and hazardous character of waste. <br />3. Ramsey County will work with the SWMCB to explore the expansion of regional hauler licensing <br />to include non -MSW collectors as well as recyclers and organics haulers <br />4. Ramsey County will provide training, education and information to businesses and waste <br />generators about hazardous waste collection and disposal options as well as information and <br />technical assistance to waste generators and facilities regarding the management of hazardous <br />wastes, reduction of the toxicity of materials, and the use of alternative products. <br />Ramsey County Solid Waste Master Plan 2011 -2030 Page 127 <br />Approved by the Ramsey County Board of Commissioners on 3120112 <br />
