Stat. §116.06, Subd. 11) <br />Hierarchy <br />See Waste Management Hierarchy. <br />Household Hazardous Waste <br />Waste generated from household activity that exhibits the characteristics <br />(HHW) <br />of or that is listed as hazardous waste under Minnesota Pollution Control <br />Agency rules, but does not include waste from commercial activities that is <br />generated, stored, or present in a household. (Minn. Stat. §115A.96, Subd. <br />1) <br />Industrial (Solid) Waste <br />Solid waste resulting from an industrial process, manufacturing, service <br />activity, or commercial activity that is managed as a separate waste <br />stream. (Minn. Stat. §115A.03, Subd. 13a) It does not include wastes <br />regulated as hazardous wastes. <br />Infectious Waste <br />Laboratory waste, blood, regulated body fluids, sharps, and research - <br />animal wastes that have not been decontaminated. (Minn. Stat. § 116.76, <br />Subd. 12) <br />Integrated Solid Waste <br />A solid waste management system in which various waste management <br />Management <br />methods are used to manage waste (e.g., waste reduction, reuse, <br />recycling, composting, resource recovery, landfilling, etc.), depending upon <br />the characteristics of the waste and often according to a waste <br />management hierarchy. <br />Joint Powers Agreement <br />A legally binding agreement between two or more governmental entities. <br />It is a tool for intergovernmental action on, for example, solid waste <br />management activities. <br />Landfill (land disposal facility) <br />A waste facility permitted by the Minnesota Pollution Control Agency that <br />is designed or operated for disposing of waste on or in the land. (Defined <br />as "disposal facility' in Minn. Stat. § 115A.03, Subd. 10) <br />Landfill Abatement <br />Actions that avoid landfilling of waste, such as waste reduction, recycling, <br />or resource recovery. <br />Landfill Surcharge <br />A surcharge applied to waste tipped at landfills; can include State, county, <br />and local surcharges. <br />Leachate <br />Liquid that has percolated through solid waste and has extracted, <br />dissolved, or suspended materials from it. (Minn. Rules §7035.0330, <br />Subd. 56) <br />Local Recycling Development <br />Funds administered by the Minnesota Pollution Control Agency (MPCA) <br />Grant <br />and allocated to metropolitan counties for the planning, development, and <br />operation of recycling and yard waste composting programs. Local <br />Recycling Development Grant funds are distributed from the Metropolitan <br />Landfill Abatement Account. <br />Major Appliances <br />Also commonly referred to as "white goods." Includes items banned by <br />State law from disposal with solid waste (clothes washers and dryers, <br />dishwashers, hot water heaters, heat pumps, furnaces, garbage disposals, <br />trash compactors, conventional and microwave ovens, ranges and stoves, <br />air conditioners, dehumidifiers, refrigerators and freezers).
