<br />Metropolitan Landfill
<br />Established under Minn. Stat. Sec. 473.844, an account created to fund
<br />Abatement Account
<br />projects that result in landfill abatement in the metropolitan area. Part of
<br />the proceeds from a State landfill surcharge on waste tipped at
<br />metropolitan area landfills is deposited into this account.
<br />Minnesota Pollution Control
<br />State agency responsible for overall environmental quality of the state,

<br />Mixed Municipal Solid Waste

<br />aggregates for collection, but does not include auto hulks, street
<br />sweepings, ash, construction debris, mining waste, sludges, tree and
<br />agricultural wastes, tires, lead acid batteries, used oil, and other materials
<br />collected, processed, and disposed of as separate waste streams. (Minn.

<br />Solid waste that is not managed as part of the MSW stream. Typically

<br />industrial waste, C &D waste, infectious waste, and other separately
<br />managed solid waste streams.
<br />Non - processible Waste
<br />Waste brought to a resource recovery facility but which cannot be
<br />mechanically processed due to its physical characteristics or potential
<br />harmful effects.
<br />Non - putrescible Waste
<br />Solid wastes which are not capable of being decomposed by micro-
<br />organisms with sufficient rapidity as to cause odors, gases, attraction of
<br />vectors or other offensive conditions. (By contrast, putrescible wastes are
<br />a subset of organic wastes that tend to biodegrade very rapidly, such as
<br />food scraps.)
<br />Non - residential
<br />Refers to places other than where people live, such as businesses,
<br />government facilities or operations, institutions, schools, non - profit
<br />organizations, community activities, etc. Interchangeable with
<br />"commercial."
<br />Open Collection
<br />A solid waste collection system in which multiple waste haulers or
<br />collectors compete for collection accounts in the same geographical area.
<br />Organics
<br />Organics is an overarching term for wastes that can be reused, processed
<br />and recycled and includes yard waste (leaves, grass, tree and shrub waste
<br />and other plant waste), household vegetable /kitchen scraps, commercially
<br />generated food waste, food manufacturing/production by- products,
<br />produce and meat trimmings, plant waste, and soiled, non - recyclable
<br />paper.
