RETH INK Op <br />RECYCLING® <br />Introduction <br />A. The Need for a Regional Master Plan <br />The 2011 -2030 Regional Solid Waste Master Plan (referred to as the Regional <br />Master Plan throughout this document) is the long -term, regional planning <br />document for managing the six - county metropolitan area's solid waste. It is <br />intended to respond to the vision and objectives described in the state's 2010 -2030 <br />Metropolitan Policy Plan (hereafter referred to as the Policy Plan). The Regional <br />Master Plan was prepared by the Solid Waste Management Coordinating Board <br />( SWMCB), a joint powers board comprised of Anoka, Carver, Dakota, Hennepin, <br />Ramsey, and Washington counties, in consultation with the Minnesota Pollution <br />Control Agency (MPCA). The Master Plan was prepared to fulfill the requirements of <br />Minn. Stat. §115A.46 and §473.803. <br />This Regional Master Plan continues the legacy of adopting a strong regional <br />approach to solid waste planning. The six metropolitan counties, through the <br />SWMCB, jointly prepared this document in consultation with other solid waste <br />stakeholders. Ultimately, the intent of the regional approach is to establish a <br />common regional vision and set of goals that can support the collective and <br />individual needs of counties within the SWMCB region (hereafter referred to as the <br />Region). <br />B. Priorities within the Regional Master Plan <br />The Regional Master Plan provides regional and partnership strategies across a wide <br />array of solid waste management areas that are important to the State and Region, <br />and every area will receive attention during the years ahead. However, with public <br />resources significantly strained across every level of government, the SWMCB also <br />recognizes that the prioritization of solid waste management initiatives is of the <br />utmost importance. In accordance with the vision outlined in the Policy Plan, the <br />SWMCB will concentrate its policy focus on preventing waste before costs need to <br />be incurred to manage it. For waste that cannot be prevented, significant <br />opportunities for improvement specifically exist in the areas of recycling and <br />organics recovery, and the SWMCB will therefore explore a variety of management <br />strategies in these areas to improve upon the status quo. Finally, forging stronger <br />partnerships with other solid waste stakeholders (public, private and non - profit) <br />offers opportunities to reach metropolitan -area solid waste objectives in the most <br />cost efficient manner possible, and the SWMCB will serve as a primary forum <br />through which collaborative initiatives can take hold. <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 7 <br />
