The Contents of the Regional Master Plan <br />The Regional Master Plan is divided into the following five sections: <br />Introduction: Explains the impetus behind the development of the Regional <br />Master Plan and highlights the SWMCB's priorities for solid waste <br />management in coming years. <br />- About the Regional Master Plan: Describes how the Regional Master Plan was <br />developed and what entities contributed to that effort, outlines how a reader <br />should view the Regional Master Plan alongside other state, regional and <br />local solid waste management planning documents, and describes key <br />components of the Policy Plan that are integrated into the strategies in the <br />Regional Master Plan. <br />Description of the Existing System: Provides data about the various aspects <br />of the Region's solid waste management system, citing the most recent data <br />available at the time of Regional Master Plan publication (either 2010 or 2009 <br />depending upon the specific solid waste topic) so that readers have a <br />baseline from which to better assess regional and partnership strategies. <br />Regional Coordination: Discusses three elements (cost and finance, <br />governance, measurement and accountability) of the Region that <br />fundamentally differ from the programmatic elements of solid waste <br />management but are nonetheless contributors to regional effectiveness. <br />Regional Strategies: Outlines regional and partnership strategies by specific <br />programmatic element (communications and outreach, land disposal, non - <br />MSW management, organics recovery, processing, recycling, regulation, <br />source reduction, toxicity reduction) for improving solid waste management <br />in the Region. Strategies under "The SWMCB will" header indicate that the <br />Region and its member counties will assume leadership for driving progress <br />with support from the State; strategies under the "In Partnership with the <br />MPCA, the SWMCB will" header indicate that the State has a leadership <br />responsibility with support from the Region and its member counties. <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 8 <br />
