RETH INK Op <br />RECYCLING® <br />About the Regional Master Plan <br />Master Plan Development and Implementation <br />A. Developing the Regional Master Plan <br />Following MPCA approval of its updated Policy Plan on April 6, 2011, the SWMCB <br />and its member counties began a one -year process to update the Regional and <br />individual county Master Plans that directly respond to the Policy Plan's vision and <br />objectives. The Regional Master Plan, developed by the SWMCB, provides an <br />overall regional vision and includes high -level regional and partnership strategies to <br />enhance solid waste management during future years. <br />The Regional Master Plan should not be viewed as a standalone document, but <br />instead as part of an integrated set of planning materials that includes the Policy <br />Plan, the individual county Master Plans and the current edition of the SWMCB <br />workplan. Together these documents provide a statewide, regional and county - <br />specific view of the solid waste management landscape alongside long -term visions <br />and short -term strategies that will enable the Region to fully achieve its solid waste <br />management objectives. <br />B. Input during the Regional Master Plan Development Process <br />The following entities were involved in the development of the Regional Master Plan <br />by providing valuable input during specific points in the process: <br />The SWMCB: Provided overall strategic guidance during the development <br />process, reviewed a final draft of the Regional Master Plan and then sent a <br />recommendation to SWMCB member counties to approve the Regional Plan <br />concurrently with its individual Master Plan. Finally, once the Regional <br />Master Plan and all individual county plans were approved, the SWMCB <br />submitted the Regional Master Plan with the individual county Master Plans to <br />the MPCA. <br />- Member Counties of the SWMCB: Coordinated individual county strategies <br />with region -wide strategies, reviewed and officially approved the county's <br />individual plan and the region -wide Master Plan. <br />- Staff of the SWMCB: Brainstormed potential regional strategies, evaluated <br />progress on regional strategies from the 2004 Regional Master Plan, <br />coordinated efforts with MPCA staff, and shared county best practices that <br />could offer benefit to other counties in the Region. <br />- The MPCA: Provided comments during the development process both through <br />its seat on the SWMCB board and through interactions with SWMCB staff, <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 9 <br />
