RETH INK 6a <br />RECYCLING® <br />C. Waste Forecast <br />Over the past decade, the Region has consistently generated about 3.3 million tons <br />of MSW per year. Beginning in 2007, waste generation decreased from 3.4 million <br />tons to 3.1 million tons in 2010 — most likely due to the state and national <br />economic recession that slowed consumer purchasing. However, the Region expects <br />continued population and employment growth over the next 20 years, and this <br />combination will likely result in increased waste generation. It is estimated that the <br />system will have to manage approximately 4.5 million tons of waste per year by <br />2020. During the time period of 2010 through 2030, the MPCA forecasts that a total <br />of 79 million tons of MSW will be generated in the metropolitan area. <br />D. Challenges <br />The Policy Plan identifies challenges in metropolitan area waste management, <br />including forecasted increases in waste generation, increased per capita growth <br />rates, increased land disposal and decreased resource recovery. For the first time, <br />the Policy Plan included numerical objectives in five -year increments for the <br />metropolitan area to attain. These objectives focused on the following categories: <br />Source reduction /reuse; Recycling; Organics recovery; Resource recovery; and <br />Land disposal. <br />The chart below depicts the Policy Plan's percent of total MSW objectives for 2010- <br />2030: <br />(2010 Regional Data Presentation to the SWMCB.
