Regional Coordination <br />Measurement and Accountability <br />A. Introduction <br />RETH INK Op <br />RECYCLING® <br />Measuring solid waste results is integral to the success of the Region's solid waste <br />management system. The SWMCB, in partnership with the MPCA, is committed to <br />collecting robust solid waste data that enables policymakers to devise strategies <br />that result in the Region achieving the solid waste management objectives outlined <br />in the Policy Plan. Without improved measurement data, it will be impossible for <br />the State and Region to fully assess the effectiveness of Master Plan Regional <br />Strategies and the Region's waste management system. <br />SWMCB believes that all successful solid waste measurement and accountability <br />strategies will recognize the following principles: <br />— Data measurement, collection and reporting consistency will enable the State <br />and Region to identify the most promising opportunities for system <br />improvements and the expansion of solid waste management best practices; <br />— The flow of solid waste and the generators that produce it do not neatly fit <br />within city and county jurisdictional lines; <br />Non- residential generators will produce more timely and reliable data if they <br />are required to submit identical data one time and to one entity; <br />Consistent solid waste data must be available to the State so that it can <br />construct meaningful policies that address the long -term solid waste issues of <br />highest priority; <br />When possible, counties should focus their resources on the creation of <br />programmatic solid waste management efforts that are informed by the use <br />of data that is consistent statewide and fits within a solid waste regulatory <br />framework that is imposed by the State; and <br />State, regional and local entities should be held accountable for the roles and <br />responsibilities that they are expected to fulfill within Minnesota's solid waste <br />management system. <br />The SWMCB Joint Powers Agreement, effective July 1, 1998, states that the SWMCB <br />shall systematically evaluate the progress of the Region and each county in <br />achieving the outcomes articulated in the Regional Master Plan. <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 29 <br />
