Measuring Regional Progress on Achieving Solid Waste Management <br />Objectives <br />Solid waste progress will ultimately be benchmarked against the objectives outlined <br />in the 2030 Solid Waste Management Policy Plan, and those objectives will <br />therefore serve as the outcomes by which SWMCB and its member counties will be <br />held accountable. SWMCB will also regularly analyze available solid waste data to <br />produce solid waste reports that compare the Region's current progress to the <br />regional solid waste management objectives in the Policy Plan. <br />It is through this constant analysis that future regulatory, policy and <br />communication priorities will be identified and specific strategies included in the <br />annual workplan to guide programmatic implementation. Instead of attempting to <br />measure and track data across a wide array of solid waste subcategories that <br />ultimately are not the outcomes by which the Region will be assessed, the SWMCB <br />will focus the 2011 Regional Master Plan on the macro objectives that will be the <br />standards that determine regional success. This focus will will prioritize data <br />collection and management efforts and enable the SWMCB and MPCA to focus more <br />attention on the creation of critical data collection and measurement methods that <br />are needed to fully assess future regional solid waste management progress. <br />C. Measurement of County Specific Strategies <br />In order to highlight the regional focus of the 2011 Regional Solid Waste Master <br />Plan and streamline the submission of information to the MPCA, County Specific <br />Initiatives (CSI's) were removed from the Regional Master Plan, and specific county <br />strategies are instead being housed in the SWMCB member counties' individual <br />Master Plans that must be submitted concurrently with the Regional Master Plan. <br />Per the requirements of the SWMCB IPA, counties will continue to collectively <br />review their county- specific strategies on an annual basis at a SWMCB meeting and <br />identify specific tasks and results that each county will attempt to achieve in the <br />year ahead. It is expected that both qualitative and quantitative measures of <br />progress will identify how county strategies are contributing to the achievement of <br />SWMCB's objectives identified in this Regional Master Plan. <br />D. Regional Strategies <br />The SWMCB will: <br />1. Evaluate and enhance current measurement and reporting tools (i.e. <br />ReTRAC); <br />2. Support county development of individual performance measures so long as <br />the measures provide data that integrates with other counties and enables <br />the Region to benchmark progress on solid waste objectives; <br />2011 -2030 Regional Solid Waste Master Plan <br />Approved by the Solid Waste Management Coordinating Board on December 14, 2011 Appendix V Page 30 <br />
