Attachment F <br />July 26th 2005 Public Works Meeting Minutes <br />Recycling Report <br />Tim Pratt, Recycling Coordinator, presented a draft of the recycling report and <br />went through the process that provided data for the report. <br />Member Fischer asked why there was only one contrast area, which was for <br />single- stream recycling, and none for the other option. Pratt said that <br />single- stream was the hot topic right now and they were looking for more data <br />in that area. Member Fischer asked if Ramsey County contracts for <br />single- stream. Pratt said the County doesn't contract for recycling at all, <br />cities do. <br />Member Willenbring asked what the City's role is in the whole recycling <br />program. Pratt said it depends on the system that is used. Typically, in <br />two - stream programs the City provides the bins; with a single- stream program, <br />the vendor would provide the bins and charge the City. Basically, the costs and <br />aspects of the program are dependent on the contract that is agreed upon. <br />Member Fischer asked what the process will be for choosing which program to go <br />with. Pratt said that's what he's asking of the Commission and would like some <br />directive by next month. <br />Member Willenbring said he was impressed with all the data that was collected. <br />Member Shiely asked if the City gets funding regardless of whether the street <br />is under City or County jurisdiction. Pratt said the County doesn't stipulate <br />how the funding is used in that way. <br />Member Fischer said he liked the report, but asked if some rough costs could be <br />presented for each program so they could come to a better recommendation. Pratt <br />said that a Request for Proposal could ask for more than one option if that's <br />what they decide. He said he could give them the proposed figures from the last <br />bid three years ago: the lowest for two - stream was $1.95 per household per <br />month fixed for three years; the lowest for weekly was $2.15 per household per <br />month fixed; and the lowest for single- stream was $2.49 per household with a <br />3 %, or cost of living increase, per year. The vendor later offered a $2.32 <br />rate, but that still included the 3% per year increase. <br />Member Shiely asked if vendors could be brought in to make presentations to the <br />Commission. Pratt said that was a Commission decision. Member Willenbring said <br />he didn't think it was necessary. Chair Wilke said there would be no need since <br />the differences are clearly spelled out in the report. Member Fischer said he <br />didn't think it was necessary. <br />Member Willenbring asked if everyone is charged a recycling fee whether they <br />use it or not. Pratt said yes, and that was a Council decision. <br />Gary Boyum and Jennefer Klennert from Waste Management spoke in support of <br />single- stream recycling and passed out brochures on the program they offer. <br />John Kysylyczyn, 3083 Victoria, spoke against the recycling report. He said the <br />information is too broad to make any valid comparisons between single- and <br />double - stream programs. He then went on to list information he thought should <br />have been included in the report. He expressed concern about the proposal <br />
