The County has limited regulatory power to manage waste and instead must rely on cooperation <br />from garbage haulers to meet those goals. That has been difficult because at times the County's <br />goals are in conflict with the haulers competitive pressures to hold down cost. <br />Additionally the City Council adopted a set of environmental goals in 1992. The goals were <br />based on recommendations in the Vista 2000 report. Vista 2000 was set up by the City Council <br />to bring together citizens, city officials, and business, education, and civic groups to create a <br />vision for Roseville's future. The environmental goals adopted by the Council are: <br />® Identify and solve local pollution problems through clean up, mitigation and <br />prevention. <br />® Continue the emphasis on waste reduction and the improvement of the community's <br />recycling efforts. <br />® Continue the emphasis on strong programs which develop environmental awareness <br />in all of our citizenry. <br />Residents' Concerns <br />Roseville residents surveyed in 2002 are pleased with <br />their garbage service. Sixty -three percent rated it <br />excellent and 33% rated it good. Seventy -nine percent <br />said the rates seem fair for the service provided; 16% <br />said the rates were too high for the service provided. <br />While there are a number of components to waste <br />collection and disposal, many Roseville residents say <br />they are most concerned about the price they pay. <br />Thirty -two percent of residents surveyed said they <br />Rate Your Garbage <br />Service <br />Excellent <br />63% <br />Good <br />33% <br />Fair <br />4% <br />Poor <br />1% <br />chose their current hauler because the company offered <br />a low introductory price. Another 18% said they chose their hauler because the company offered <br />the lowest long -term price. There was no indication they associate the State's or the County's tax <br />with the price they pay for garbage collection service. <br />But not all residents are paying attention to the bottom line. Twenty -nine percent of homeowners <br />said they chose their hauler because it was the same as their neighbors. Four percent said they <br />simply continued service with the same hauler used by the previous owner. Twenty -three percent <br />picked a hauler based on the service offered (Note: those surveyed could choose more than one <br />answer). <br />When asked if they were concerned about the effect garbage trucks have on air pollution, noise <br />pollution, neighborhood appearance, street maintenance and safety, 63% said they were not <br />concerned about any of those. <br />What happens to their garbage was of more interest to residents. Thirty -two percent said they <br />were very concerned where their garbage goes, 48% were somewhat concerned and 20% were <br />not very concerned. And 90% said they would prefer their garbage goes to a recovery facility <br />instead of a landfill. <br />35 <br />
