In the 1994 case Cabone vs. Qarkstown He U.S. Supreme Court <br />ruled that trash hauling is interstate commerce This meant that the Counties could no longer <br />mandate residents It be taking to the RRF. This opened the door for haulers to increase out of <br />state landfilling mentioned previously because it was cheaper for them to do so. This came at He same time the Counties <br />were investigating mandating organized collet <br />tionin part to decrease the amount of garbage being taken out of state and to increase the amount <br />of garbage going to the RRF. The large haulers have not said what they will do when He low <br />tipping fees expire at He end of 2002.
