The proposed use will not create an excessive burden on parks, streets, and other <br />public facilities. The property has been a restaurant for many years, which generates <br />significantly more traffic than the proposed drive-through pharmacy window— <br />especially during evening hours and weekends, so the Planning Commission found <br />that the proposal is not expected to intensify any practical impacts on parks, streets, <br />or public infrastructure. <br />e. The proposed use will not be injurious to the surrounding neighborhood, will not <br />negatively impact traffic or p�operty values, and will not otherwise harm the public <br />health, safety, and gene�al welfare. Based on the analysis provided by City staff, the <br />Planning Commission found that, if the drive-through facility is approved, vehicle <br />trips on the local road network may actually decrease from the existing, permitted <br />restaurant, and that the only source of impact to surrounding properties would be the <br />routing of vehicles to and from the pharmacy pick-up window, which will be <br />addressed by the zoning code's specific requirements for site development. <br />REVIEW OF SPECIFIC CONDTTIONAL USE CRITERIA: Section 1009.02D of the City Code <br />establishes additional standards and criteria that are specific to drive-through facilities; <br />they are as follows. <br />�2 a. Drive-through lanes and se�vice windows shall be located to the side or rear of <br />83 buildings and shall not be located between the principal structure and a public stNeet. <br />8� The proposed drive-through facility is at the north side of the building; this location <br />s�� does not face a public street. <br />�F b. Points of'vehicular ingress and egress shall be located at least 60 feet from the st�eet <br />8;� �ight-of-way lines of the nearest intersection. Vehicular ingress/egress related to the <br />s� proposed drive-through facility is more than 200 feet from the nearest intersection <br />s� and does not directly access any public right-of-way. <br />�� <br />91 <br />92 <br />93 <br />gr, <br />95 <br />90 <br />� i� <br />c. The applicant shall submit a ciNCUlation plan that demonstrates that the use will not <br />interfere with or reduce the safety of pedestrian and bicyclist movements. Site design <br />shall accommodate a logical and safe vehicle and pedestrian circulation pattern. <br />Adequate queuing lane space shall be provided without interfering with on site <br />parking/ci�culation. The Planning Commission concurred with City staff's <br />assessment that the circulation and queuing indicated on the proposed site plan <br />adequately demonstrates that the drive-through facility will not compromise the <br />safety of pedestrians, cyclists, or other motorists. <br />9� d. Speaker box sounds from the drive-through lane shall not be loud enough to <br />g� constitute a nuisance on an abutting residentially zoned property or property in <br />� oo residential use. This requirement does not apply because the drive-through lane is not <br />�o� adjacent to a residential property. <br />� 02 e. D�ive-through canopies and othe� structures, whe�e present, shall be constr ucted <br />� os from the same materials as the primary building and with a si�nilar level of <br />� o� a�chitectuNal quality and detailing.
