Attachment E <br />� PLANNING FILE 12-018 <br />2 Request by Semper Development, in conjunction with property owner, HarMar, Inc., for approval <br />� of a drive-through facility as a conditional use at 2700 Lincoln Drive <br />4 Vice Chair Gisselquist opened the Public Hearing for Planning File 12-018 at approximately 6:35 p.m. <br />5 Associate Planner Bryan Lloyd briefly reviewed the request for the property at 2700 Lincoln Drive for a <br />6 drive-through facility as a CONDITIONAL USE for a proposed retail store and pharmacy (Walgreen's), <br />7 both permitted uses in the Community Business (CB) District. Analysis of the request was detailed in the <br />8 staff report dated October 3, 2012. Staff recommended approval of the request as outlined. <br />9 Applicant Representative, John Kohler, Architect with Semper Development (80 South 8th Street, <br />10 #1275, Minneapolis, MN 55402) <br />1� Mr. Kohler advised that he was in concurrence with staff's presentation. <br />1% In response to Member Boguszewski, Mr. Kohler advised that Purchase Agreement closing for the <br />13 development was pending, depending on tonighYs action, with construction drawings begun upon <br />1� approval; and anticipated construction starting next spring. Mr. Kohler advised that it was not the intent of <br />1� the applicant to begin construction during the winter season due to cost ramifications. <br />16 <br />17 No one appeared to speak for or against. <br />Public Comments <br />18 Vice Chair Gisselquist closed the Public Hearing for File 12-018 at approximately 6:43 p.m. with no one <br />19 appearing for or against. <br />20 MOTION <br />21 Member Boguszewski moved, seconded by Member Lester to recommend to the City Council <br />22 APPROVAL of a drive-through facility as a CONDITIONAL USE at 2700 Lincoln Drive, based on the <br />2� comments and findings of Sections 4— 6 and the recommendation of Section 7 of the staff report <br />2� dated October 3, 2012. <br />25 Ayes:6 <br />26 Nays:O <br />27 Motion carried. <br />Page 1 of 1 <br />
