Attachment E � PLANNING FILE 12-018 2 Request by Semper Development, in conjunction with property owner, HarMar, Inc., for approval � of a drive-through facility as a conditional use at 2700 Lincoln Drive 4 Vice Chair Gisselquist opened the Public Hearing for Planning File 12-018 at approximately 6:35 p.m. 5 Associate Planner Bryan Lloyd briefly reviewed the request for the property at 2700 Lincoln Drive for a 6 drive-through facility as a CONDITIONAL USE for a proposed retail store and pharmacy (Walgreen's), 7 both permitted uses in the Community Business (CB) District. Analysis of the request was detailed in the 8 staff report dated October 3, 2012. Staff recommended approval of the request as outlined. 9 Applicant Representative, John Kohler, Architect with Semper Development (80 South 8th Street, 10 #1275, Minneapolis, MN 55402) 1� Mr. Kohler advised that he was in concurrence with staff's presentation. 1% In response to Member Boguszewski, Mr. Kohler advised that Purchase Agreement closing for the 13 development was pending, depending on tonighYs action, with construction drawings begun upon 1� approval; and anticipated construction starting next spring. Mr. Kohler advised that it was not the intent of 1� the applicant to begin construction during the winter season due to cost ramifications. 16 17 No one appeared to speak for or against. Public Comments 18 Vice Chair Gisselquist closed the Public Hearing for File 12-018 at approximately 6:43 p.m. with no one 19 appearing for or against. 20 MOTION 21 Member Boguszewski moved, seconded by Member Lester to recommend to the City Council 22 APPROVAL of a drive-through facility as a CONDITIONAL USE at 2700 Lincoln Drive, based on the 2� comments and findings of Sections 4— 6 and the recommendation of Section 7 of the staff report 2� dated October 3, 2012. 25 Ayes:6 26 Nays:O 27 Motion carried.
